Article 10. Competence of the Ministry of Foreign Affairs of the Republic of Kazakhstan and foreign institutions of the Republic of Kazakhstan The Law on Population Migration

Article 10. Competence of the Ministry of Foreign Affairs of the Republic of Kazakhstan and foreign institutions of the Republic of Kazakhstan The Law on Population Migration  

     Ministry of Foreign Affairs of the Republic of Kazakhstan and foreign institutions of the Republic of Kazakhstan:

     1) implement, within their competence, the state policy in the field of population migration;

     1-1) jointly with the Ministry of Internal Affairs of the Republic of Kazakhstan, in coordination with the National Security Committee of the Republic of Kazakhstan, determine the procedure for issuing invitations, approving invitations for foreigners and stateless persons to enter the Republic of Kazakhstan, issuing, canceling, restoring visas of the Republic of Kazakhstan, as well as extending and shortening their validity periods;

     2) promote the dissemination abroad of information on the state policy of the Republic of Kazakhstan in the field of population migration;

     3) promote the development of ties and contacts with former compatriots and ethnic Kazakhs;

     4) form a single database for registration of entry visas for foreigners and stateless persons, ensure systematic updating of information, and also carry out timely information exchange with internal affairs and national security agencies;

     4-1) accept and coordinate invitations from foreign ministries, diplomatic and equivalent missions, consular offices of foreign states, international organizations and their representations;

     4-2) issue, cancel, restore visas of the Republic of Kazakhstan, as well as extend and shorten their validity periods, or, in accordance with the legislation of the Republic of Kazakhstan, make decisions to refuse to issue visas of the Republic of Kazakhstan to foreigners and stateless persons;

     5) inform ethnic Kazakhs, widows of Kandas and their common children who have expressed a desire to voluntarily relocate to the Republic of Kazakhstan about the conditions of entry, including to the regions determined by the Government of the Republic of Kazakhstan, within the framework of regional quotas for admission of Kandas, conditions of admission and measures of social support;

     5-1) accept and register the documents of immigrants, including ethnic Kazakhs, who have applied for entry to the Republic of Kazakhstan, including applicants for the Ata Zholy card, send them to the authorized body on population migration, issue visas to enter the Republic of Kazakhstan for permanent residence;

     6) carry out, within their competence, international cooperation in the field of population migration;

     7) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

 

 

The Law of the Republic of Kazakhstan dated July 22, 2011 No. 477-IV.

    This Law regulates public relations in the field of population migration, defines the legal, economic and social foundations of migration processes.
