Article 10. Liquefied petroleum gas supply systems The Law on Gas and Gas Supply
1. Systems for supplying liquefied petroleum gas consist of gas filling stations, gas filling points, group tank installations, gas‑consuming systems, vehicle gas filling stations, and other technological facilities designed for the transportation, storage, distribution, and consumption of liquefied petroleum gas.
2. The facilities of liquefied petroleum gas supply systems may be in state or private ownership.
3. The subjects of liquefied petroleum gas supply systems are:
1) producers of liquefied petroleum gas;
2) owners of liquefied petroleum gas produced in the process of processing hydrocarbon raw materials that they own or have other lawful rights to;
3) owners of liquefied petroleum gas produced outside the territory of the Republic of Kazakhstan and imported for consumption and (or) further sale.
4) Excluded by Law of the Republic of Kazakhstan dated December 30, 2021, No. 96‑VII (entered into force sixty calendar days after the date of its first official publication).
5) owners of gas filling stations, gas filling points, group tank installations, and auto gas filling stations that they own or operate on other lawful grounds;
The same person may simultaneously be the owner of a gas filling station, a gas filling station, a group tank installation and (or) a gas filling station.
6) industrial consumers of liquefied petroleum gas.
3-1. Individual technological facilities (tank farm, loading ramps for road and rail liquefied petroleum gas) that are part of a liquefied petroleum gas producer’s production facility may be built and owned, or may be owned on other lawful grounds, by legal entities in which fifty percent or more of the voting shares (participation shares) are directly or indirectly owned by the state.
4. Local executive bodies of regions, cities of republican significance, and the capital keep records and publish on their websites a list of liquefied petroleum gas producers.
5. Prohibited:
1) operation of the same gas filling stations simultaneously by two or more individuals and (or) legal entities;
2) transfer to the owners of gas filling stations and gas filling stations for the possession and (or) use by third parties of technologically interconnected production and other facilities, engineering structures intended for storage, discharge and filling of liquefied petroleum gas.
3) construction or placement, operation of modular (monoblock) and (or) stationary gas filling stations with above‑ground storage tanks for liquefied petroleum gas;
4) construction of gas filling stations on land plots that do not correspond to the intended purpose of such plots.
6. On the territory of the Republic of Kazakhstan, only stationary gas filling stations with underground storage tanks for liquefied petroleum gas are permitted to be constructed and operated.

This Law defines the legal, economic and organizational bases for regulating public relations in the field of gas and gas supply in the Republic of Kazakhstan and is aimed at creating conditions for meeting the domestic gas needs of the Republic of Kazakhstan, as well as for efficient, reliable and safe operation of gas supply facilities.
