1. Liquefied petroleum gas supply systems are a set of gas filling stations, gas filling stations, group tank installations, gas-consuming systems, gas filling stations and other technological facilities designed for transportation, storage, sale and consumption of liquefied petroleum gas.

2. Facilities of liquefied petroleum gas supply systems may be owned by the state or privately.

3. The subjects of the liquefied petroleum gas supply systems are:

1) producers of liquefied petroleum gas;

2) owners of liquefied petroleum gas produced during the processing of hydrocarbon raw materials belonging to them on the right of ownership or other legal grounds;

3) owners of liquefied petroleum gas produced outside the territory of the Republic of Kazakhstan and imported for consumption into the territory of the Republic of Kazakhstan;

4) Excluded by the Law of the Republic of Kazakhstan dated 12/30/2021 No. 96-VII (effective sixty calendar days after the date of its first official publication).

5) owners of gas filling stations, gas filling stations, group tank installations and gas filling stations owned by them on the right of ownership or on other legal grounds, who operate such facilities;

The same person may simultaneously be the owner of a gas filling station, a gas filling station, a group tank installation and (or) a gas filling station.

6) industrial consumers of liquefied petroleum gas.

4. Local executive bodies of regions, cities of republican significance and the capital keep records and publish on their Internet resources a list of producers of liquefied petroleum gas.

5. Prohibited:

1) operation of the same gas filling stations simultaneously by two or more individuals and (or) legal entities;

2) transfer to the owners of gas filling stations and gas filling stations for the possession and (or) use by third parties of technologically interconnected production and other facilities, engineering structures intended for storage, discharge and filling of liquefied petroleum gas.

This Law defines the legal, economic and organizational bases for regulating public relations in the field of gas and gas supply in the Republic of Kazakhstan and is aimed at creating conditions for meeting the domestic gas needs of the Republic of Kazakhstan, as well as for efficient, reliable and safe operation of gas supply facilities.
