Article 10. The system operator of the Law on Electric Power Industry
1. The system operator performs the following functions:
1) provides a system service for the transmission of electric energy through the national electric grid in accordance with paragraph 7-1 of Article 13 of this Law;
1-1) provides a system service for the use of the national electric grid in accordance with paragraph 7-2 of Article 13 of this Law;
1-2) provides maintenance and maintenance of the national electric grid in operational readiness;
2) provides system services for technical dispatching, carrying out centralized operational dispatch control of the modes of operation of the unified electric power system of the Republic of Kazakhstan in accordance with the agreement, including drawing up actual balances and forming a daily schedule of production and consumption of electric energy;
2-1) provides system power backup services;
3) ensures the reliability of the unified electric power system of the Republic of Kazakhstan;
4) It was valid until 31.12.2007.
5) provides system services for balancing the production and consumption of electric energy;
6) provides data to the balancing market settlement center for calculating hourly volumes of balancing electricity and imbalances of subjects of the balancing electric energy market in accordance with the procedure established by the authorized body;
6-1) formulates a list of subjects of the wholesale electric energy market;
7) determines the volume, structure, distribution of capacity reserves between energy producing organizations and the use of capacity reserves in the unified electric power system of the Republic of Kazakhstan;
8) organizes the functioning of the balancing electric energy market in real time and the market of system and auxiliary services;
9) interacts with the energy systems of neighboring countries to manage and ensure the stability of parallel operation modes and regulate electric power;
10) provides technical and methodological guidance on the creation of a unified information system, an automated system for commercial accounting of electric energy, coupled relay protection devices and emergency automation for all subjects of the wholesale electric energy market;
11) provides equal conditions for access of subjects of the wholesale electric energy market to the national electric grid;
12) provides participants in the wholesale electric energy market of the Republic of Kazakhstan with information that does not affect information constituting commercial and other legally protected secrets;
13) coordinates the repair of the main equipment of power plants, substations, power transmission lines, relay protection and emergency automation devices, and technological control systems;
14) participates in the development of operating modes of hydroelectric power plants, taking into account their water and economic balances and operating modes of the unified electric power system of the Republic of Kazakhstan;
15) develops forecast balances of electric energy and capacity;
16) organizes the functioning of the electric power market;
18) carries out certification of electric capacity of generating installations;
19) excluded by the Law of the Republic of Kazakhstan dated 12.11.2015 No. 394-V (effective ten calendar days after the date of its first official publication);
22) excluded by the Law of the Republic of Kazakhstan dated 12.11.2015 No. 394-V (effective ten calendar days after the date of its first official publication);
22-1) provides quarterly information to the authorized body on the agreed schemes of power supply;
22-2) confirms the deficit and surplus of electric energy in the unified electric power system of the Republic of Kazakhstan in accordance with the rules for determining the deficit and surplus of electric energy in the unified electric power system of the Republic of Kazakhstan;
22-3) determines the quota of electric energy and the profile of electric energy consumption available for the activities of digital miners in the context of energy zones in accordance with the legislation of the Republic of Kazakhstan on the electric power industry and publishes information on the presence of electricity shortages and surpluses used to calculate the quota, with appropriate justification on its Internet resource, and also provides this information in authorized body in the field of digital assets;
23) performs other functions stipulated by this Law and the legislation of the Republic of Kazakhstan in the field of support for the use of renewable energy sources.
2. The system operator has the right to purchase and sell electric energy from a single buyer, as well as from suppliers of electric energy selling electric energy in the territory of the Republic of Kazakhstan directly on behalf of a foreign producer, in the following cases:
1) for technological and production needs;
2) to ensure the contractual values of electric energy flows with the energy systems of other states;
3) to participate in the balancing electric energy market.

2-2. For the cases specified in paragraph 2 of this article, the system operator also has the right to purchase and sell electric energy from an energy-producing organization using renewable energy sources, with at least twenty-five percent of the voting shares (participation shares in the authorized capital) of which are directly or indirectly owned by the National Welfare Fund, on the basis of an agreement for the purchase and sale of electric energy energy in accordance with the procedure determined by the authorized body.
3. The system operator performs centralized operational dispatch management of the unified electric power system of the Republic of Kazakhstan.
4. The centralized operational dispatch management of the unified electric power system of the Republic of Kazakhstan consists in:
1) management of modes of production, transmission and consumption of electric energy in the unified electric power system of the Republic of Kazakhstan, implementing the terms of contracts for the purchase and sale, transmission of electric energy, regulation of electric power, balancing production and consumption of electric energy;
2) management of modes of interstate electric energy flows;
3) ensuring the prevention, localization and elimination of technological violations in the unified electric power system of the Republic of Kazakhstan;
4) operational management of capacity reserves in the unified electric power system of the Republic of Kazakhstan;
5) determining the structure, principles, locations, volumes and settings of relay protection systems, emergency and regime automation, ensuring reliable and stable operation of the unified electric power system of the Republic of Kazakhstan;
6) formation and approval of daily schedules of production and consumption of electric energy in the unified electric power system of the Republic of Kazakhstan;
7) drawing up the actual balances of production and consumption of electric energy in the wholesale market of electric energy.
5. Centralized operational dispatch control of the modes of production, transmission and consumption of electric energy in the unified electric power system of the Republic of Kazakhstan and the issuance of relevant orders are carried out based on the current values of the qualitative characteristics of electric energy - power, frequency and voltage.

This Law regulates public relations arising in the process of production, transmission and consumption of electric energy.
