1. Activities related to the formation and maintenance of the state bank of construction projects, as well as the submission of standard projects and design estimates for linking from the state bank of construction projects are carried out by the state expert organization on the basis of rules developed and approved by the authorized body for architecture, urban planning and construction.

2. The state expert organization shall form and maintain the state bank of construction projects, as well as submit standard projects and design estimates for linking from the state bank of construction projects.

3. The presentation of standard projects and design estimates for linking from the state bank of construction projects is carried out by the state expert organization free of charge.

4. Users of the state bank of construction projects are persons who carry out construction at the expense of public investments.
