The effectiveness of state regulation of entrepreneurship is achieved through:

1) compliance with the conditions established in this Code for the formation of regulatory instruments, as well as the introduction of mandatory procedures for substantiation, coordination and monitoring of state regulation;

2) increasing the state's trust in business entities;

3) consistency and consistency of government regulation based on the implementation of project management in the formation of regulatory policy, continuity and consideration of previously adopted decisions of government regulation of business activities;

4) the introduction of personal liability of government officials for causing damage to business entities;

5) the inadmissibility of creating barriers for business entities as a result of the introduction of new requirements.
