Article 12. Competence of educational authorities The Law on the Prevention of Juvenile Delinquency and the Prevention of Child Neglect and Homelessness

      Educational authorities within their competence:  

      1) implement measures to develop a network of special educational organizations and educational institutions with special conditions of detention, as well as other organizations that perform functions to protect the rights of the child;  

      2) participate in the organization of summer holidays, leisure and employment of minors;  

      3) identify and keep records of minors who do not attend general education institutions for disrespectful reasons, and take individual preventive measures with them and their parents or legal representatives.;  

      4) develop and implement in the practice of educational organizations programs and methods aimed at the formation of law-abiding behavior of minors, instilling in them the foundations of morality and a healthy lifestyle;  

      5) create psychological, medical and pedagogical commissions that identify minors with developmental or behavioral disabilities, conduct a comprehensive examination of them and prepare recommendations for determining the forms of their further education and upbringing;  

      6) participate in the identification of minors with deviant behavior, dysfunctional families, their registration with the internal affairs bodies and carrying out individual preventive measures with them;  

     7) ensure the organization of accessible sports clubs, technical and other clubs in general educational institutions and involve minors in them;

     7-1) provide secondary education assistance to minors registered with the probation service in accordance with the individual program of social and legal assistance developed by the probation service;

      8) excluded by the Law of the Republic of Kazakhstan dated 13.06.2013 No. 102-V (effective after ten calendar days after its first official publication).

     9) exercise other powers provided for by the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

 

 

The Law of the Republic of Kazakhstan dated July 9, 2004 No. 591.

      This Law defines the legal, economic and social foundations of the activities of State bodies for the prevention of juvenile delinquency and the prevention of child neglect and homelessness.
