National Bank of the Republic of Kazakhstan:

1) issues legal acts of individual application regulating relations in the field of state property management assigned to the National Bank of the Republic of Kazakhstan;

2) manages the state property assigned to the National Bank of the Republic of Kazakhstan, ensures the protection of state property rights;

2-1) determines the procedure for developing and approving development plans for state-controlled joint-stock companies, limited liability partnerships, of which the National Bank of the Republic of Kazakhstan is a shareholder (participant, trustee), and state-owned enterprises established by it, monitoring and evaluating their implementation, as well as reports on their implementation;

3) carries out alienation, transfers for use the property assigned to the National Bank of the Republic of Kazakhstan;

4) decides on the establishment, reorganization, change of name and liquidation, alienation of state-owned enterprises, joint-stock companies and limited liability partnerships established by him;

4-1) reorganizes and liquidates departments of the National Bank of the Republic of Kazakhstan by decision of the President of the Republic of Kazakhstan;

5) on behalf of the Republic of Kazakhstan, acts as the founder of joint-stock companies and limited liability partnerships, including those that contribute to the implementation of the functions assigned to it by the National Bank of the Republic of Kazakhstan and (or) are part of the financial market infrastructure, exercises the right of the state as a shareholder (participant) to participate in the management of a joint-stock company and limited liability company, and also decides on the acquisition or alienation of shares (participation shares) of these joint-stock companies and limited liability companies.;

6) exercises on behalf of the Republic of Kazakhstan the rights of the subject of the right of republican ownership in relation to the property of the state enterprises created by him;

7) independently determines the subject and objectives of the activities of the state-owned enterprises created by him, as well as the type of state-owned enterprise (on the right of economic management or operational management), approves their charter, amendments and additions to it;

8) gives consent to a state-owned enterprise created by him to alienate or dispose of in any other way, including the transfer of property assigned to him (with the exception of the sale of products produced by him), the establishment of branches and representative offices, as well as the transfer and write-off of accounts receivable;

8-1) carries out trust management of state property transferred to it for trust management by the Government of the Republic of Kazakhstan, in accordance with the procedure and on the terms stipulated by the agreement;

9) considers and approves the development plans of the state-owned enterprises created by him and reports on their activities, and is also entitled to carry out an audit of their financial and economic activities;

10) coordinates or sets prices for goods (works, services) produced and sold by state-owned enterprises created by him;

11) submits information about objects of state property to the register of state property;

11-1) determines the procedure for distributing the net income of the state-owned enterprises created by him;

12) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.
