1. Projects for the construction, modernization and (or) reconstruction of main gas pipelines are coordinated with the authorized body and other state bodies in accordance with the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities.

2. Excluded by the Law of the Republic of Kazakhstan dated December 26, 2019 No. 284-VI (effective ten calendar days after the date of its first official publication).

3. The decision on the construction of export and (or) transit gas pipelines is made by the Government of the Republic of Kazakhstan.

4. Technical specifications for connection to the main gas pipeline, gas distribution system or a group tank installation are issued by the gas transmission or gas distribution organization operating such an object or the owner of the group tank installation. At the same time, the issued technical specifications are the basis for the design of newly built, modernized and (or) reconstructed facilities of gas supply systems.

5. Expenses related to the connection of gas supply system facilities to the main gas pipeline, gas distribution system or a group tank installation are incurred at the expense of the owners of the connected gas supply system facilities.

6. Newly connected and reconstructed gas equipment for consumers must be carried out in accordance with technical regulations and regulatory and technical documents, as well as provided with design documentation.

This Law defines the legal, economic and organizational bases for regulating public relations in the field of gas and gas supply in the Republic of Kazakhstan and is aimed at creating conditions for meeting the domestic gas needs of the Republic of Kazakhstan, as well as for efficient, reliable and safe operation of gas supply facilities.
