1. Projects for the construction, modernization and (or) reconstruction of main gas pipelines are coordinated with the authorized body and other state bodies in accordance with the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities.

2. Excluded by the Law of the Republic of Kazakhstan dated 26.12.2019 No. 284-VІ (entered into force ten calendar days after the date of its first official publication).

3. The decision on the construction of export and (or) transit gas pipelines is made by the Government of the Republic of Kazakhstan.

4. Technical specifications for connection to the main gas pipeline, gas distribution system or a group tank installation are issued by the gas transmission or gas distribution organization operating such an object or the owner of the group tank installation. At the same time, the issued technical specifications are the basis for the design of newly built, modernized and (or) reconstructed facilities of gas supply systems.

5. The work related to connecting gas supply system facilities to a main gas pipeline, a gas distribution system, or a group tank unit is carried out by gas transportation and gas distribution organizations or by the owners of group tank units, at the expense of collecting fees from the owners of the connected gas supply system facilities.

6. Newly connected and reconstructed consumer gas equipment must be installed in accordance with technical regulations and regulatory and technical documents, and must be supported by design documentation.

7. The assignment for the design of construction, modernization and (or) reconstruction of facilities of the unified commodity gas supply system, funded from budgetary resources, must be approved by the national operator or by a gas transmission and (or) gas distribution organization, fifty percent or more of the voting shares (participation shares) of which are owned by the national operator, in accordance with the procedure established by the authorized body.

8. Technical monitoring of the construction, modernization and (or) reconstruction of facilities of the unified commercial gas supply system, financed from budgetary funds, is carried out by the national operator or gas transportation and (or) gas distribution organizations, fifty or more percent of the voting shares (participation interests) of which belong to the national operator, in accordance with the procedure determined by the authorized body.

9. Facilities of the unified commodity gas supply system, the construction, modernization and (or) reconstruction of which were financed from budget funds, are transferred free of charge to the national operator or to gas transmission and (or) gas distribution organizations, fifty percent or more of the voting shares (participation shares) of which belong to the national operator, within one year from the date of commissioning.

10. When implementing projects for the construction, modernization and (or) reconstruction of gas supply system facilities, priority is given to purchasing goods, works and services from Kazakhstani manufacturers and to hiring Kazakhstani personnel.

11. Persons implementing projects for the construction, modernization and (or) reconstruction of gas supply facilities, at the request of the authorized body, provide information on the purchase of goods, works and services from Kazakhstani manufacturers, the involvement of Kazakhstani personnel within ten working days from the date of receipt of such a request.

This Law defines the legal, economic and organizational bases for regulating public relations in the field of gas and gas supply in the Republic of Kazakhstan and is aimed at creating conditions for meeting the domestic gas needs of the Republic of Kazakhstan, as well as for efficient, reliable and safe operation of gas supply facilities.
