Users (employers, tenants), in order to preserve the basic characteristics of construction facilities that ensure their proper quality during operation, are required to:

1) operate the construction facility as a whole or its leased part in accordance with the requirements established by the legislation of the Republic of Kazakhstan and the terms of the lease agreement;

2) timely and properly carry out maintenance and repair work on the construction site, assigned to the user (tenant, tenant) in accordance with the lease agreement;

3) to carry out works on restoration, strengthening, reconstruction, redevelopment, re-equipment, reconstruction, expansion, technical re-equipment, modification, restoration, as well as changing the architectural appearance of the settlement and (or) urban planning aspects of the construction site only with the consent of the owner of the construction site and in accordance with construction, sanitary, fire, anti-explosion and others mandatory rules and regulations stipulated by the legislation of the Republic of Kazakhstan;

4) notify the owner of the construction site of any changes in the characteristics of the construction site or technical accidents that occurred during its operation.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
