Article 13. Ensuring access to public meetings of the Law on Access to Information
1. Meetings of the Chambers of the Parliament of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan and collegial bodies of central executive bodies and local representative and executive bodies of the region, city of republican significance, capital, district (city of regional significance) are open and accessible to information users, with the exception of closed meetings, as well as meetings of law enforcement and special state bodies.
2. When considering issues that belong to the category of information with limited access, as well as in other cases provided for by the laws of the Republic of Kazakhstan, meetings may be held in closed mode without the presence of information users.
Information users are notified of this decision no later than three working days in advance by posting this information on the Internet resource of the information owner, in the mass media and in the premises occupied by the information owner.
3. The procedure for information users' access to meetings of the Chambers of the Parliament of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan is determined by their regulations.
The procedure for information users' access to meetings of collegial bodies of central executive bodies and local representative and executive bodies of a region, city of republican significance, capital, district (city of regional significance) is determined by the rules of access to meetings of information holders approved by the authorized body in the field of access to information.
4. The Chambers of the Parliament of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, the collegial bodies of the central executive bodies and local representative and executive bodies of the region, the city of republican significance, the capital, the district (city of regional significance) provide broadcasting of open meetings, including on Internet resources.

This Law regulates public relations resulting from the exercise of everyone's constitutional right to freely receive and disseminate information in any manner not prohibited by law.
