Article 13. Ensuring the right of convicts to freedom of conscience and religion of the Penal Enforcement Code of the Republic of Kazakhstan

     1. Convicted persons are guaranteed the right to freedom of conscience and religion.

     2. Religious rites are voluntary.

     3. When performing religious rites, the rules of the internal regulations of the institution or body executing the punishment are observed. Actions involving inducing convicted persons to refuse to perform their duties provided for in this Code and other violations of the legislation of the Republic of Kazakhstan are not allowed.

     4. At the request of the convicts or their relatives, in case of ritual necessity, clergymen of religious associations registered in accordance with the procedure established by the legislation of the Republic of Kazakhstan are invited.

     5. The administration of the institution or body executing the punishment creates conditions for the practice of religious rites, as well as ensures the personal safety of the clergy.

     6. The construction of religious buildings (structures) on the territory of institutions and bodies executing punishment is prohibited.
