1. The prevention of offenses and the motivation of a business entity to comply with the requirements established by the laws of the Republic of Kazakhstan have priority over the application of state coercion measures in the course of entrepreneurial activity.

2. Measures of state coercion for an offense committed by a business entity must correspond to its nature and severity.
