Article 14-1. Military-patriotic education The Law on Military Service and the Status of Military Personnel 

 1. Military‑patriotic education is a systematic, purposeful and coordinated activity of the subjects of military‑patriotic education aimed at fostering Kazakhstani patriotism among citizens of the Republic of Kazakhstan, a sense of belonging to a single people, spiritual and moral values, readiness to fulfil the constitutional duty to defend the Republic of Kazakhstan, and the development of the necessary knowledge and skills related to this.

     2. The system of military‑patriotic education is a set of interrelated means, methods, documents, events and subjects of military‑patriotic education that ensure the continuity of military‑patriotic education of citizens.

     The system of military‑patriotic education includes coordination and definition of the areas of activity of the subjects of military‑patriotic education, as well as scientific and methodological support for such activities.

     3. The subjects of military‑patriotic education are state bodies, local self‑government bodies and organizations of the Republic of Kazakhstan that carry out military‑patriotic education of citizens.

The coordination of the activities of entities involved in military‑patriotic education in the Republic of Kazakhstan is carried out by coordination councils on military‑patriotic education, which are established under:

     the Ministry of Defense – at the national level;

     local executive bodies of the capital, regions, and cities of republican significance – at the territorial level.

Coordination councils for military‑patriotic education are advisory bodies.

The main tasks of the coordination councils for military‑patriotic education are:

     1) to implement coordinated actions and improve the effectiveness of the activities of the subjects of military‑patriotic education;

     2) to exchange information, study and disseminate positive experience on issues of military‑patriotic education;

     3) to develop proposals and recommendations for improving the activities of the subjects of military‑patriotic education.

The composition, powers, and procedures for the activities of coordination councils on military‑patriotic education are determined by regulations approved, respectively, by the Ministry of Defense and by local executive bodies of the capital, regions, and cities of republican significance.

     The model regulations on territorial coordination councils on military‑patriotic education are developed and approved by the Ministry of Defense.

     4. Military‑patriotic education is carried out at the expense of budget funds and extrabudgetary sources not prohibited by the legislation of the Republic of Kazakhstan, with the exception of funding provided by foreign legal entities and individuals, foreign states, and international organizations.

The Law of the Republic of Kazakhstan dated February 16, 2012 No. 561-IV SAM.

     This Law regulates public relations in the field of military service by citizens of the Republic of Kazakhstan and defines the foundations of the state policy on social security for military personnel.
