1. Military-patriotic education is a systematic, purposeful and coordinated activity of subjects of military-patriotic education to form Kazakh patriotism among citizens of the Republic of Kazakhstan, a sense of belonging to a single people, spiritual and moral values, readiness to fulfill the constitutional duty to protect the Republic of Kazakhstan and the development of related necessary knowledge and skills.

2. The system of military-patriotic education is a set of interrelated means, methods, documents, activities, subjects of military-patriotic education, ensuring the continuity of military-patriotic education of citizens.

The system of military-patriotic education includes the coordination and definition of the activities of subjects of military-patriotic education, as well as scientific and methodological support for such activities.

3. Subjects of military-patriotic education are state bodies, local self-government bodies and organizations of the Republic of Kazakhstan engaged in military-patriotic education of citizens.

Coordination of the activities of subjects of military-patriotic education in the Republic of Kazakhstan is carried out by the coordinating councils for military-patriotic education, which are formed at the:

Ministry of Defense – Republican;

local executive bodies of regions, cities of republican significance, and the capital are territorial.

The Coordinating Councils for military-patriotic education are consultative and advisory bodies.

The main tasks of the coordinating councils for military-patriotic education are:

1) implementation of coordinated actions and improvement of the effectiveness of the activities of subjects of military-patriotic education;

2) exchange of information, study and dissemination of positive experience on issues of military-patriotic education;

3) development of proposals and recommendations for improving the activities of subjects of military-patriotic education.

The composition, powers and activities of the coordinating councils for military-patriotic education are determined by the regulations approved respectively by the Ministry of Defense, local executive bodies of regions, cities of republican significance, and the capital.

A model regulation on territorial coordinating councils for military-patriotic education is being developed and approved by the Ministry of Defense.

4. Military-patriotic education is carried out at the expense of budgetary funds and extra-budgetary sources not prohibited by the legislation of the Republic of Kazakhstan, with the exception of financing provided by foreign legal entities and individuals, foreign states and international organizations.

The Law of the Republic of Kazakhstan dated February 16, 2012 No. 561-IV SAM.

This Law regulates public relations in the field of military service by citizens of the Republic of Kazakhstan and defines the foundations of the state policy on social security for military personnel.
