Article 14. The establishment of restrictions and prohibitions on the use of wildlife for the purpose of its conservation and reproduction The Law on the Protection, Reproduction and Use of Wildlife
1. In order to preserve and reproduce objects of the animal world, the following are established:
1) restrictions on the use of wildlife;
2) prohibitions on methods, methods and types of mining tools;
3) changes in the rules for the seizure of wildlife;
4) restrictions on the number of users of the animal world;
5) restrictions on the use of wildlife;
6) measures to combat illegal, unreported, unregulated fishing, as well as illegal trafficking in products made from aquatic biological resources.
2. The basis for the establishment of restrictions and prohibitions are:
1) violation of the sex and age structure of the animal population;
2) reducing the number of animals;
3) habitat degradation;
4) the need to create resting zones in places of mass accumulation of animals during migration and reproduction;
5) the need to provide conditions for fish spawning depending on hydrometeorological conditions.
3. In order to preserve objects of the animal world, it is prohibited:
1) destruction of vegetation and other actions that worsen the living conditions of animals;
2) plowing of lands with settlements of animals living in colonies, closer than twenty meters from the beginning of their burrows along the perimeter, or without their prior relocation to another location;
3) destruction and damage of animal dwellings and nests, collection of eggs without the permission of an authorized body;
4) riding on boats, motorboats and other floating vehicles with engines running in designated places of mass nesting of waterfowl and fish spawning grounds during their breeding season;
5) the flight of airplanes, helicopters and other aircraft over the territory of the mass habitat of seals, wild ungulates and colonial birds below one kilometer;
6) destruction of animal habitat, damage to crops of forage plants, protective plantings, salt pans, animal feeders, signposts, structures intended for hunting and fishing;
7) withdrawal of rare and endangered species of animals, their parts or derivatives without a decision of the Government of the Republic of Kazakhstan;
8) extraction of wildlife objects in excess of the established limit and beyond the time limits specified in permits for the use of wildlife, permits for the use of fish resources and other aquatic animals or permits, as well as in rest areas and reproductive areas;
9) extraction of objects of the animal world using types of tools, methods and methods of obtaining animals not provided for by the rules of hunting and fishing;
10) extraction of wildlife using explosive devices, pesticides and other chemicals (except for the use of pesticides and other chemicals in the extermination of field rodents, as well as in cases of rabies and other animal diseases);
11) production of introductions, reintroductions and hybridization of animals without the permission of an authorized body or an authorized body in the field of fisheries;
12) destruction or damage of poles, floating markings and full houses marking the boundaries of wintering pits, spawning grounds, fishing grounds and places prohibited for fishing;
13) operation of water intake and discharge facilities without fish protection devices, as well as those that do not meet the established requirements.
4. In order to preserve wildlife, restrictions and prohibitions are introduced taking into account the geographical and climatic features of the animal habitats (distribution areas).

This Law regulates public relations in the field of protection, reproduction and use of wildlife, as well as the conservation and reproduction of Kazakh dog breeds and is aimed at ensuring conditions for the conservation of wildlife and its biological diversity, sustainable use of wildlife in order to meet environmental, economic, aesthetic and other human needs, taking into account the interests of present and future generations..
