Article 14. The rights of the Commissioner for Human Rights in the Republic of Kazakhstan when considering a complaint of the Constitutional Law on the Commissioner for Human Rights in the Republic of Kazakhstan

     1. The Commissioner for Human Rights in the Republic of Kazakhstan, when considering a complaint, has the right:

     1) request and receive from state bodies, local government and self-government bodies, other organizations and officials documents, materials and information necessary for the consideration of the complaint, with the exception of cases and materials pending before the court;

     2) to obtain access, in accordance with the established procedure, to documents of state organizations and public associations related to human and civil rights and freedoms;

     3) organize prompt reception of complainants, including with the invitation of representatives of state bodies, local government and self-government bodies, as well as other organizations (joint receptions);

     4) on their own initiative, consider issues related to violations of human and civil rights and freedoms, if there is information about their massive violation or such violation is of public importance or it is related to the need to protect the interests of such persons who cannot independently use legal means to protect their rights and freedoms.;

     5) to send recommendations and petitions on the protection of human and civil rights and freedoms to state bodies, bodies of local government and self-government and organizations, officials.

     2. Information constituting a State secret or other legally protected secret is provided to the Commissioner for Human Rights in the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan.

     This Constitutional Law defines the legal status and organization of the activities of the Commissioner for Human Rights in the Republic of Kazakhstan.
