Article 15-1. Interaction of telecom operators with government agencies using special technical equipment to block the radio signal or detect and/or suppress unauthorized use of subscriber devices of the Communications Act
1. In order to ensure the protection of institutions of the penal enforcement (penitentiary) system by internal affairs bodies, the authorized body of the penal enforcement (penitentiary) system within their territories:
1) special technical equipment is used to block the radio signal or to detect and/or suppress unauthorized use of subscriber devices;
2) the operation of a cellular subscriber device used in institutions of the penal enforcement (penitentiary) system and pre-trial detention facilities is suspended and resumed according to the identification code, in accordance with the rules for registration of cellular subscriber devices.
2. Telecom operators are required to optimize their own communication networks, including timely response and taking measures to reduce the spread of radio signals on the territory of institutions of the penal correction (penitentiary) system.
3. Special technical equipment for blocking the radio signal must comply with the requirements of the legislation of the Republic of Kazakhstan in the field of technical regulation.

This Law establishes the legal basis for activities in the field of communications in the territory of the Republic of Kazakhstan, defines the powers of state bodies to regulate these activities, the rights and obligations of individuals and legal entities providing or using communications services.
