1. When carrying out an administrative procedure, the materials, objects, documents and information provided by the participant in the administrative procedure are considered reliable until the administrative body or official establishes otherwise.

2. An administrative body or an official must independently verify the authenticity of materials, objects, documents and information if there are doubts about their authenticity.
