Article 15. The main measures and time restrictions applied during the introduction of a state of emergency The Law On the State of Emergency
1. When a state of emergency is imposed for the duration of its operation, the following basic measures and time restrictions are provided::
1) strengthening the protection of public order, the protection of particularly important state and strategic facilities, as well as facilities that ensure the livelihoods of the population and the functioning of transport;
2) the establishment of restrictions on freedom of movement, including vehicles, in an area where a state of emergency has been imposed;
3) verification of identity documents of individuals, personal search, inspection of their belongings, vehicles;
4) the establishment of restrictions on entry into the area where the state of emergency has been imposed, or on the territory of the Republic of Kazakhstan, as well as exit from them;
5) prohibition or restriction of the organization and holding of peaceful assemblies, entertainment, sports and other mass events, as well as family rituals related to birth, wedding, death;
6) prohibition of strikes;
6-1) suspension or termination of the activities of legal entities, with the exception of those subordinate to the Armed Forces of the Republic of Kazakhstan, law enforcement and special state bodies, as well as other state bodies involved in measures to eliminate the circumstances that served as the basis for the introduction of a state of emergency;
7) suspension of the activities of legal entities that use explosive, radioactive, as well as chemically and biologically dangerous substances;
8) evacuation of material and cultural assets to safe areas in case there is a real threat of their destruction, theft or damage due to emergency circumstances;
9) prohibition of holding elections and republican referendums during the entire period of the state of emergency in the area where it was introduced;
10) suspension of the activity of networks and means of communication, with the exception of presidential and government communications.

2. In order to ensure the economic security of the country during the introduction of a state of emergency and the resulting crisis situation in the socio-economic sphere, in accordance with the acts of the President of the Republic of Kazakhstan, the specifics of tax, budget, customs, banking, labor, antimonopoly legislation, legislation on public health and the healthcare system, public procurement, procurement can be established. individual subjects of the quasi-public sector, currency regulation, payments and payment systems, in the areas of social protection of citizens, state property, protection of competition, state control and supervision, regulation and procedure for the provision of payment services, and the implementation of the country's international obligations.

This Law establishes the grounds, terms, procedure for the introduction and operation of a state of emergency throughout the territory of the Republic of Kazakhstan or in its individual localities, and the legal regime of a social emergency.
