Article 16. Interdepartmental interaction of state bodies and public associations in the field of healthcare Code on the Health of the People and the Healthcare System of the Republic of Kazakhstan
1. Interdepartmental cooperation between government agencies, public associations and other interested legal entities is aimed at reducing the risk factors for infectious and non-communicable diseases, and implementing emergency measures.
2. To ensure the interaction of government agencies, public associations and other interested legal entities, an advisory body, the National Coordinating Council for Health Protection, is being established under the Government of the Republic of Kazakhstan.
The main task of the National Coordinating Council for Health Protection is to develop proposals to ensure the implementation of measures provided for in the strategic and program documents on public health protection in the Republic of Kazakhstan, to improve state policy and legislation of the Republic of Kazakhstan in the field of healthcare, as well as to identify key areas in the field of healthcare.
The National Coordinating Council for Health Protection is established by the Prime Minister of the Republic of Kazakhstan.
3. Local executive bodies shall establish regional coordination councils headed by the akims of the respective administrative-territorial units.
The composition of the regional coordination councils is approved by the local representative bodies of the relevant administrative-territorial unit.
The regional Coordinating Councils report on their work to the National Coordinating Council for Health Protection on a mandatory and regular basis.
4. The authorized body carries out interdepartmental coordination of measures related to the protection of the health of citizens of the Republic of Kazakhstan and the maintenance of national accounting of health personnel resources.
5. State bodies shall cooperate and implement functions aimed at protecting the health of the population of the Republic of Kazakhstan within the competence established by the legislation of the Republic of Kazakhstan.
6. Public health protection is carried out with the involvement of local governments, non-governmental organizations and associations through the implementation of social projects and grants from budgetary funds, as well as additional sources of financing not prohibited by the legislation of the Republic of Kazakhstan.
7. Public associations for the protection of citizens' rights in the field of health protection may not advertise specific trade names of medicines, biologically active food additives, medical devices, specialized medical nutrition products and breast milk substitutes.
8. Public associations and other non-profit organizations may deal with the prevention of socially significant diseases, diseases that pose a danger to others, as well as the promotion and formation of a healthy lifestyle.
9. State bodies with departmental medical services shall ensure the submission of departmental reports on the activities of subordinate healthcare organizations (divisions) and the health status of the attached contingent to local public health management bodies, except in cases provided for by the laws of the Republic of Kazakhstan.
