1. State bodies, local self-government bodies and officials are obliged to assist the public in exercising its rights in the field of environmental protection.

2. Officials who fail to ensure, within their competence, the exercise of the rights of the public provided for in this Code, or who impede their implementation, shall be liable in accordance with the laws of the Republic of Kazakhstan.
