1. Regional, cities of republican significance, the capital and district (cities of regional significance) representative bodies:

1) when approving the local budget, determine the amount of financing for traffic management and territorial transport planning;

2) consider the reports of the heads of regional, cities of republican significance, the capital and district (cities of regional significance) executive bodies on issues of road safety;

3) exercise other powers in accordance with the legislation of the Republic of Kazakhstan to ensure the rights and legitimate interests of individuals.

1-1. Local representative bodies of Astana and Almaty cities:

1) approve the rules of traffic management in the cities of Astana and Almaty in the part not regulated by the rules of the road, including:

rules for stopping or parking vehicles, including the organization and functioning of parking spaces;

delivery (evacuation) of vehicles detained in accordance with the Code of the Republic of Kazakhstan on Administrative Offenses to special sites and parking lots, their temporary storage, payment of the cost of delivery (evacuation) and storage, return of vehicles;

installation of protective structures and regulating elements (barriers and other fences) in the cities of Astana and Almaty;

2) determines the amount of payment for the delivery (evacuation) of vehicles and their temporary storage at special sites, parking lots, which are in communal ownership.

2. Regional, cities of republican significance, the capital and district (cities of regional significance) executive bodies within their competence and region:

1) ensure road safety in the relevant territory;

2) organize and implement a set of measures for medical road safety and monitor their implementation;

3) ensure the implementation and control of all types of work on the construction, reconstruction, repair, implementation and maintenance of technical means of regulating traffic on roads of regional and district significance, streets of settlements;

4) develop and implement measures to organize traffic on the roads;

5) ensure that the urban planning documentation has a section on territorial transport planning and traffic management;

6) create organizations specializing in ensuring the functioning of intelligent transport systems;

7) monitor losses from road accidents and budget expenditures for road safety, as well as the effectiveness of measures taken to reduce the level of accidents on the roads;

8) take measures to reduce the transport burden on settlements by:

development, adoption and implementation of the master plan of settlements, taking into account the development of public transport and traffic management;

the establishment of special traffic management zones by imposing various restrictions on the entry of vehicles into certain urban areas;

information support for traffic in populated areas;

9) eliminate the consequences of road accidents to restore traffic on the roads;

10) excluded by the Law of the Republic of Kazakhstan dated 29.03.2016 No. 479-V (effective twenty-one calendar days after the date of its first official publication);

11) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

3. The local executive body of the city of republican significance and the capital:

1) develops and approves the rules for the organization of paid parking;

2) organizes paid parking (parking lots).

The Law of the Republic of Kazakhstan dated April 17, 2014 No. 194-V SAM.

This Law establishes the legal basis and general conditions for the functioning of road traffic and ensuring its safety in the Republic of Kazakhstan.
