Article 17. Determining the order and timing of consideration of draft legislative acts by the Parliament of the Republic of the Constitutional Law on the Parliament of the Republic of Kazakhstan and the status of its deputies
1. The order of consideration of draft laws and other acts of Parliament is determined by the Parliament, its Chambers, as well as, in cases established by the Constitution, by the President of the Republic.
2. The President of the Republic has the right to prioritize the consideration of draft laws in a special message to Parliament, which means that the relevant bills must be adopted as a matter of priority within two months.
The procedure for consideration by the Chambers of Parliament of draft laws, the consideration of which is determined by the President of the Republic as a priority, is determined by the Constitution of the Republic and the regulations of the Parliament and its Chambers.
3. Draft laws introduced as a legislative initiative by the Government of the Republic in order to promptly respond to conditions that threaten the life and health of the population, the constitutional order, the protection of public order, and the economic security of the country are subject to consideration by Parliament immediately at a joint session of its Chambers.
