1. The design of highways should be carried out taking into account the conditions of the least speed restrictions and changes, ensuring traffic safety and possible reconstruction of the road beyond the prospective period.

2. Highway design solutions should provide:

1) organized, safe movement of vehicles with calculated speeds;

2) compliance with the conditions of visual orientation of drivers;

3) secure location of junctions and intersections;

4) the necessary adhesion of car tires to the surface of the roadway;

5) necessary construction of highways, including protective road structures;

6) necessary buildings and structures of road and motor transport services.

3. When designing production facilities, buildings and structures of road and motor transport services, it is necessary to develop and implement measures to ensure compliance with the maximum permissible concentrations of pollutants in atmospheric air, water bodies and soil.

4. When developing design estimates, the direct and indirect impact of roads and traffic on:

1) people and the environment;

2) landscape, objects on the road and historical and cultural heritage.

The arrangement of forest stands (along the road) should help to improve visual orientation and disrupt the visual monotony of the road, provided that no other hazards arise.

5. When designing roads, it is necessary to develop schemes for the placement of road signs indicating the places and methods of their installation and road marking schemes.

5-1. The design of highways is carried out taking into account a single database of road construction materials and new technologies.

6. Safety requirements for the design of highways are established by technical regulations.

The Law of the Republic of Kazakhstan dated July 17, 2001 No. 245.

This Law regulates the legal, organizational and economic foundations of the state management of highways in the Republic of Kazakhstan, their construction, operation and development in the interests of the state and users of highways.
