Article 19. Competence of local representative and executive bodies The Law on State Youth Policy
1. The local representative body of the region, the city of republican significance and the capital, the district (city of regional significance) within the limits of its competence:
1) at least once a year hears reports from the heads of local executive bodies on the implementation of the state youth policy;
2) participates in the activities of youth councils under akimats;
3) holds public hearings on the implementation of the state youth policy at least once a year.;
4) exercises other powers in accordance with the legislation of the Republic of Kazakhstan to ensure the rights and legitimate interests of citizens.
2. The local executive body of the region, the city of republican significance and the capital within the limits of its competence:
1) implements the state youth policy;
2) ensures the monitoring and assessment of youth needs in order to identify and solve urgent problems and improve the effectiveness of the implementation of state youth policy;
2-2) holds competitions with the participation of young people in sports, including national, technical and applied sports, mass sports;
2-3) promotes knowledge and achievements in the field of physical culture and sports, principles of a healthy lifestyle, including with the participation of high-class athletes from among the youth;
3) ensures the provision of technical and vocational, post-secondary education, as well as advanced training for temporarily unsettled youth;
4) ensures the implementation of youth employment and employment policy, organizes monitoring of the labor market and employment practices of young professionals;
5) promotes the development of youth volunteerism and youth self-government;
6) creates youth resource centers, ensures and coordinates their activities;
6-1) carries out interaction and cooperation with youth organizations on issues of state youth policy, culture, physical education, sports, mass media and on strengthening interfaith harmony and religious tolerance;
6-2) carries out the formation, monitoring of the implementation and evaluation of the results of the state social order;
6-3) carries out explanatory work on issues of the state youth policy;
6-4) implements a set of activities aimed at finding and supporting talented youth and promising youth creative teams;
6-5) carries out explanatory work among young people to strengthen interfaith harmony and religious tolerance;
7) ensures the holding of a regional youth forum;
8) takes measures to strengthen Kazakhstani patriotism, interfaith harmony and interethnic tolerance;
9) creates, organizes, and provides youth labor groups, as well as monitors their activities;
10) ensures the implementation of measures for the implementation of the youth development index;
11) develops and implements, at the expense of the budget, programs for the provision of preferential rental housing without the right to purchase and (or) privatization for young people, taking into account the development priorities of the relevant administrative-territorial unit;
12) exercises, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.
3. The local executive body of the district (city of regional significance) within the limits of its competence:
1) implements the state youth policy;
2) ensures the monitoring and assessment of youth needs in order to identify and solve urgent problems and improve the effectiveness of the implementation of state youth policy;

This Law regulates public relations arising in the field of state youth policy.
