1. The legislation of the Republic of Kazakhstan on social protection is based on the Constitution of the Republic of Kazakhstan and consists of this Code and other regulatory legal acts of the Republic of Kazakhstan.

2. International treaties ratified by the Republic of Kazakhstan have priority over this Code. The procedure and conditions of operation in the territory of the Republic of Kazakhstan of international treaties to which the Republic of Kazakhstan is a party are determined by the legislation of the Republic of Kazakhstan.

3. Legal relations regulated by the legislation of the Republic of Kazakhstan on social protection in the field of compulsory social insurance are not subject to the legislation of the Republic of Kazakhstan on insurance and insurance activities.

4. To the unified accumulative pension fund, voluntary accumulative pension funds and other legal entities operating within the framework of the special regulatory regime introduced in accordance with the Law of the Republic of Kazakhstan "On State Regulation, Control and Supervision of the Financial Market and Financial Organizations", the norms of this Code and regulatory legal acts of the authorized body for regulation, control and supervision of financial market and financial organizations, the National Bank of the Republic of Kazakhstan, adopted in accordance with this Code, They are distributed within the limits stipulated by the conditions of the special regulatory regime.

5. The provisions of the legislation of the Republic of Kazakhstan on social protection in the field of pension provision applied to insurance organizations shall apply to branches of insurance organizations – non-residents of the Republic of Kazakhstan engaged in concluding and executing insurance contracts in the life insurance industry on the basis of an appropriate license from the authorized body for regulation, control and supervision of the financial market and financial organizations in the territory of the Republic of Kazakhstan.

6. Legal relations regulated by the legislation of the Republic of Kazakhstan on social protection of the population in the field of medical and social expertise are not subject to the legislation of the Republic of Kazakhstan on public procurement regarding the purchase of services of independent experts of medical and social expertise.
