Article 2. The application of legal norms in administrative proceedings that prevail The Administrative Procedural Procedure Code of the Republic of Kazakhstan

     1. The Constitution of the Republic of Kazakhstan has the highest legal force and direct effect on the entire territory of the Republic.

     2. In the event of a conflict between the norms of this Code and the constitutional law of the Republic of Kazakhstan, the provisions of the constitutional law shall apply.

     In the event of a conflict between the norms of this Code and other laws, the provisions of this Code shall apply.

     3. International treaties ratified by the Republic of Kazakhstan have priority over this Code. If an international treaty ratified by the Republic of Kazakhstan establishes rules other than those provided for by the legislation of the Republic of Kazakhstan on administrative proceedings, the rules of the international treaty shall apply.
