Article 20-1. Molecular genetic examination of the Law on Livestock Breeding
1. Molecular genetic examination is carried out in specialized laboratories, which contribute its results to the information base of breeding and breeding work.
The customers of the molecular genetic examination are individuals or legal entities engaged in activities in the field of livestock breeding.
2. Receiving a negative conclusion from a molecular genetic examination does not deprive the customer of the right to re-apply for a molecular genetic examination in other specialized laboratories.
3. The Customer has the right:
1) withdraw the application at any stage of the molecular genetic examination;
2) to participate in the consideration of issues arising during the conduct of a molecular genetic examination.
4. The Customer is obliged to:
1) to select and deliver samples of animal biological materials to a specialized laboratory;
2) to control the collection of samples of animal biological materials provided to a specialized laboratory for molecular genetic examination;
3) to ensure the exclusion of cases of careless or intentional substitution of samples of biological materials of an animal selected for molecular genetic examination;
4) properly arrange and submit the accompanying documentation to a specialized laboratory;
5) ensure that the labels and identifiers on the packages and all accompanying documents submitted correspond to real animals with the specified identifiers;
6) pay the cost of conducting a molecular genetic examination, including in case of receiving a negative conclusion of a molecular genetic examination.
5. A specialized laboratory has the right to refuse to provide services in full or in part if the customer fails to fulfill the obligations provided for in subparagraphs 1) – 5) of paragraph 4 of this article and the contract for conducting a molecular genetic examination.
6. A specialized laboratory must:
1) provide services in full within the time period established by the contract for conducting a molecular genetic examination;
2) not to transfer their obligations under the contract for conducting a molecular genetic examination to third parties;
3) inform the customer, upon request, of all information about the progress of the molecular genetic examination;
4) immediately inform the customer if it is impossible to fulfill the obligations stipulated in the contract for conducting a molecular genetic examination efficiently and on time, and this requires the necessary measures on the part of the customer.
7. The customer of the molecular genetic examination and the specialized laboratory have other rights and obligations provided for by the legislation of the Republic of Kazakhstan and the contract for conducting the molecular genetic examination.

This Law defines the legal, organizational and economic bases for carrying out activities in the field of breeding livestock, is aimed at preserving and increasing the gene pool of breeding animals, as well as reproducing and improving their productive qualities, regulates the activities of government agencies, individuals and legal entities engaged in the field of breeding livestock.
