1. The Ministry of Defense is the central executive body responsible for implementing state policy in the field of defense, as well as for the military‑political and military‑economic management of the Armed Forces; it is also the authorized body in the areas of state aviation and territorial defense of the Republic of Kazakhstan.

2. The Ministry of Defense of the Republic of Kazakhstan:

1) implements state policy in the field of defense;

2) develops the Military Doctrine, the concept for the construction and development of the Armed Forces, other troops and military formations, as well as concepts on issues of military security and defense;

2-1) coordinates the development and submits for approval the defense plan of the Republic of Kazakhstan and the directives of the Supreme Commander‑in‑Chief of the Armed Forces of the Republic of Kazakhstan;

1) develops and approves the structure of the Ministry of Defense, the structure and staffing levels of the General Staff of the Armed Forces of the Republic of Kazakhstan and the republican state institutions under the jurisdiction of the Ministry of Defense and its departments, staffing schedules, staffing tables, and maintains records of the staffing schedules and tables for military management bodies within the limits of the staffing levels of the Armed Forces, the Ministry of Defense, and the state institutions subordinate to the Ministry of Defense, as approved by the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan;

3-1) develops a system of military planning;

4) implements a unified military and technical policy in the state;

5) organizes the activities of the military intelligence bodies of the Ministry of Defense of the Republic of Kazakhstan on the territory of the Republic of Kazakhstan and abroad in order to ensure the military component of the state’s national security in accordance with the regulatory legal acts of the Republic of Kazakhstan;

5-1) participates in organizing the mobilization preparedness of the economy, government bodies and organizations, regardless of their form of ownership, and also approves the mobilization plan of the Armed Forces.

5-2) develops and approves the rules for topographic and geodetic support of the Armed Forces;

5-3) develops and approves the rules for navigation support of the Armed Forces;

5-5) develops and approves, in coordination with the central authorized body responsible for budget execution, the rules for the sale of goods (works, services) by state institutions of the Armed Forces and the use of funds from such sales;

5-4) develops and approves the rules for ensuring the radiation, chemical and biological protection of the Armed Forces.

6) defines the operational purpose and tasks of the branches of the Armed Forces, Special Operations Forces, types of troops, and special troops, as well as their use in coordination with other troops and military formations, and with the armed forces of foreign states in accordance with international treaties ratified by the Republic of Kazakhstan;

7) oversees defense research, scientific research, development, and other work in the field of military security and defense, and organizes monitoring of their quality.

8) conducts inspections of troops and monitors the expenditure of financial resources in the Armed Forces;

9) develops and approves regulatory legal acts regulating the admission and organization of the educational and upbringing process in departmental military educational institutions, and monitors the activities and quality of educational and upbringing work in departmental military educational institutions;

9-1) develops and approves rules for monitoring and analyzing the quality of military training in educational organizations, in coordination with the authorized bodies in the field of education, science, and higher education;

10) coordinates the preparation of pre‑conscription and conscript youth for military service;11) carries out international military and military‑economic cooperation;11‑1) participates in military‑technical cooperation;12) monitors compliance with the law and the rule of law in the Armed Forces and provides social and legal guarantees to military personnel, their family members and civilian staff.

13) within the scope of its competence, adopts regulatory legal acts on issues related to military service, defence, and the Armed Forces, and monitors their implementation;

13-1) monitors the information space in the field of military security and counteracts sources of threats to it within the scope of its competence;

14) carries out quality control and acceptance of goods (products) for military purposes, goods (products) for dual‑use (application), works for military purposes, and services for military purposes supplied under the state defence order.

15) within the scope of its competence, monitors the activities of central and local executive bodies regarding the preparation and provision of territorial defense; - Excluded by the Law of the Republic of Kazakhstan dated June 30, 2025, No. 202‑VIII ZRK.

15‑1) organizes the storage and creates reserves of weapons, military equipment, and special means for the territorial bodies of territorial troops; - Excluded.

16) ensures the implementation of a unified state personnel policy in the Armed Forces;

16-1) develops and approves the concept of personnel policy in the Armed Forces, carries out personnel placement and assigns military ranks within the scope of its competence, submits proposals to the President of the Republic of Kazakhstan for appointment to positions and assignment of military ranks in accordance with the list of positions;

16-2) develops and approves the rules for organizing military transportation in the Armed Forces, as well as the rules for processing and paying for military transportation in the Armed Forces.

16-3) establishes military‑technical requirements for communication routes;

16-4) develops and approves, together with the central executive body responsible for implementing state policy in the field of transport, rules for the operation, maintenance, repair, and planning of the construction of access routes used by the Ministry of Defense.

16-5) develops and approves, jointly with the senior leaders of law enforcement and special state bodies of the Republic of Kazakhstan, the rules for training military personnel to operate vehicles, conducting examinations, and issuing military driver’s licenses authorizing the operation of vehicles belonging to the Armed Forces of the Republic of Kazakhstan, other troops, and military formations;

17) transfers military property within the Ministry of Defense and state institutions of the Armed Forces, and also provides unused defense facilities for property rental (lease);

17-1) cooperates with central and local executive bodies on issues related to compliance with international treaties in the field of arms control and monitors the implementation of these treaties by other participating states;

17-2) within the scope of its competence, concludes international treaties on behalf of the Republic of Kazakhstan;

17-3) designates military property of the Armed Forces as unused.

18) approves the rules for adopting weapons and military equipment into service with the Armed Forces, other troops, and military formations of the Republic of Kazakhstan;

18-1) approves the rules for decommissioning weapons and military equipment from the Armed Forces, other troops, and military formations;

19) approves the Cadastre of weapons and military equipment of the Armed Forces, other troops, and military formations;

20) organizes the implementation of projects in the field of military‑purpose space activities.

21) approves the rules for military training in higher educational institutions and military faculties affiliated with higher professional education organizations; - Excluded by the Law of the Republic of Kazakhstan dated July 15, 2025, No. 207-VIII ZRK.

22) approves, in coordination with the central authorized body for budget planning, the supply standards for the Armed Forces;

23) approves the rules on the procedure for maintaining military records of persons liable for military service and conscripts.

24) develops rules for establishing restricted zones and restricted areas;

25) approves the rules for organizing the activities and conditions of service for military personnel in the office of military attachés and the office of military representatives;

26) approves the regulations on local military administration bodies.

26-1) approves the description of personalized insignia, breast badges, and other military heraldic insignia, graduation insignia for military educational institutions, insignia for class specialists, and award medals (badges) for winners of military‑applied, service‑applied, technical, and other sports events, as well as the procedure for their issuance and wearing by military personnel of the Armed Forces.

26-2) carries out internal control in the field of veterinary medicine and sanitary and epidemiological well‑being at facilities located on the territory of military camps and training centres of the Armed Forces;

26-3) assigns code names to military units of the Armed Forces and organizations, management bodies and military units of civil defence of the authorized body in the field of civil protection, national security bodies, the authorized body in the field of foreign intelligence, and military units of the State Guard Service of the Republic of Kazakhstan, upon the recommendation of the head of the authorized state body.

26-4) develops and approves rules for assigning valid and conditional names to military units and organizations and their use in conducting correspondence in the Armed Forces;

26-5) manages the territorial troops of the Armed Forces in cooperation with local executive bodies of the capital, region, city of republican significance;

26-6) develops and approves rules for ensuring environmental safety in the Armed Forces;

26-7) develops and approves the rules for issuing service identification cards to military personnel of the central apparatus of the Ministry of Defense, as well as their description;

26-8) develops and approves the rules for organizing financial and economic activities in the Armed Forces;

26-9) develops and approves regulatory legal acts on issues related to mobilization, operational and combat training, encryption, coding, and classified information.

26-10) develops and approves rules for organizing the storage of missiles and ammunition at arsenals, bases, and warehouses of the Armed Forces;

26-11) develops and approves rules for the response of the command of military units and military police bodies of the Armed Forces to information about theft, loss of weapons and ammunition, or unauthorized departure by a servicemember from the location of a military unit with weapons;

26-12) organizes military‑historical and cultural activities in the Armed Forces.

26-13) develops and approves the rules for initial military training;

26-14) develops and approves the rules for pre‑conscription training under additional education programs, in coordination with the authorized body in the field of education;

26-15) develops and approves the rules for training in military‑technical and other specialties;

26-16) develops and approves the rules for military training under reserve officer and reserve sergeant programs.

26-17) develops and approves the rules for expulsion from military educational institutions of the Ministry of Defense;

26-18) develops and approves the rules for training military medicine specialists in the Armed Forces, in coordination with the authorized body in the field of healthcare;

26-19) organizes and coordinates the scientific support for defense, including defense research.

26-20) develops and approves the rules for organizing and using the educational and material resources of military educational institutions and military departments (military faculties) in coordination with the authorized body in the field of science and higher education;

26-21) develops and approves the rules for selecting military personnel of the Armed Forces for training at foreign military educational institutions;

26-22) develops and approves the rules for physical training in the Armed Forces.

26-23) makes a decision, in coordination with the authorized body in the field of science and higher education, on the establishment and liquidation of a military department (military faculty) in an organization of higher and (or) postgraduate education, and approves the rules for the establishment and liquidation of a military department (military faculty) in an organization of higher and (or) postgraduate education, in coordination with the authorized body in the field of science and higher education;

26-24) develops rules for monitoring the quality of performance of the state defense order in organizations, regardless of their form of ownership.

26-25) develops and approves rules and instructions on metrological support for the Armed Forces;

26-26) develops and approves rules for granting land plots for temporary gratuitous use under public-private partnership agreements for the construction, reconstruction and operation of defense facilities;

26-27) develops and approves rules for the alienation of defense facilities under public-private partnership agreements to reimburse costs to the private partner.

26-28) develops a list of defense facilities subject to disposition under public‑private partnership agreements.

26-29) develops pricing rules for goods (products) of military purpose, goods (products) of dual-use (application), works for military purposes, and services for military purposes within the framework of ensuring the operation of the military information and communication infrastructure assigned to the single operator of the military information and communication infrastructure; - Removed by the Law of the Republic of Kazakhstan dated June 24, 2026, No. 323-VIII ZRK.

26-30) develops and approves the rules for the operation of the single operator of military information and communication infrastructure; -Revoked by the Law of the Republic of Kazakhstan dated June 24, 2026, No. 323-VIII ZRK.

26-31) develops and approves the list of military information and communication infrastructure facilities assigned to the single operator of military information and communication infrastructure, with the exception of military information and communication infrastructure facilities of special state bodies.

26-32) develops and approves regulations on military communications bodies;

26-33) organizes the activities of military communications bodies;

26-34) approves the design assignment and project documentation for the construction, expansion, reconstruction, modernization, conservation, and post‑utilization of transport infrastructure facilities specified in paragraph 5 of Article 23-1 of the Law of the Republic of Kazakhstan “On Transport in the Republic of Kazakhstan”, in terms of compliance with military‑technical requirements.

26-35) establishes a coordination council for military‑patriotic education under the Ministry of Defense and approves its regulations;

26-36) develops rules for the competitive selection of conscripts for educational benefits and approves them jointly with the senior officials of government bodies whose structure includes military service, in coordination with the authorized body in the field of science and higher education;

26-37) develops and approves rules for advanced pre‑conscription training using specialized general education…
