Article 22. Functions of the Ministry of Defense The Law on Defense and the Armed Forces of the Republic of Kazakhstan
1. The Ministry of Defense is the central executive body implementing state policy in the field of defense, military-political and military-economic management of the Armed Forces, as well as the authorized body in the fields of state aviation and territorial defense of the Republic of Kazakhstan.
2. Ministry of Defense of the Republic of Kazakhstan:
1) implements the state policy in the field of defense;
2) develops a Military doctrine, a concept for the construction and development of the Armed Forces, other troops and military formations, as well as concepts on military security and defense;
2-1) coordinates the development and submits for approval the defense plan of the Republic of Kazakhstan and the directives of the Supreme Commander-in-Chief of the Armed Forces of the Republic of Kazakhstan;
3) develops and approves the structure of the Ministry of Defense, the structure and staffing of the General Staff of the Armed Forces of the Republic of Kazakhstan and republican state institutions under the jurisdiction of the Ministry of Defense and its departments, staff, staff tables, keeps records of staff and staff tables of military authorities within the limits approved by the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan limits the full-time staff of the Armed Forces, the Ministry of Defense, and government agencies subordinate to the Ministry of Defense;
3-1) develops a military planning system;
4) pursues a unified military-technical policy in the state;
5) organizes the activities of the military intelligence agencies of the Ministry of Defense of the Republic of Kazakhstan on the territory of the Republic of Kazakhstan and abroad in order to ensure the military component of the national security of the state in accordance with the regulatory legal acts of the Republic of Kazakhstan;
5-1) participates in the organization of mobilization training of the economy, government agencies and organizations, regardless of the form of ownership, and approves the mobilization plan of the Armed Forces;
5-2) develops and approves the rules of topogeodetic support of the Armed Forces;
5-3) develops and approves the rules of navigation support for the Armed Forces;
5-5) develops and approves, in coordination with the central authorized body for budget execution, rules for the sale of goods (works, services) by state institutions of the Armed Forces and the use of money from their sale.;
5-4) develops and approves rules for ensuring radiation, chemical and biological protection of the Armed Forces;
6) determines the operational purpose and tasks of the types of Armed Forces, branches of the Armed forces and special forces, their use in cooperation with other troops and military formations, as well as with the armed forces of foreign states in accordance with international treaties ratified by the Republic of Kazakhstan;
7) manages defense research, research, development and other activities in the field of military security and defense, organizes quality control;
8) carries out the inspection of troops and control over the expenditure of financial resources in the Armed Forces;
9) develops and approves regulatory legal acts regulating the admission and organization of the educational process in departmental military educational institutions, monitors the activities and quality of educational work of departmental military educational institutions and other educational organizations engaged in military training;
10) coordinates the preparation of pre-conscription and conscripted youth for military service;
11) carries out international military and military-economic cooperation;
11-1) participates in the implementation of military-technical cooperation;
12) monitors the observance of law and order in the Armed Forces and provides social and legal guarantees to military personnel, their family members and civilian personnel;
13) adopt, within its competence, regulatory legal acts on military service, defense and the Armed Forces and monitor their implementation;
13-1) monitors the information space in the field of military security and counteracts the sources of its threats within its competence;
14) carries out quality control and acceptance of military goods (products), dual-use goods (products), military works and military services supplied under the state defense order;
15) within the limits of its competence, controls the activities of central and local executive bodies on the preparation and provision of territorial defense; - Excluded by the Law of the Republic of Kazakhstan dated June 30, 2025 No. 202-VIII SAM
15-1) organizes the storage and creates stocks of weapons, military equipment and special equipment for the territorial bodies of the territorial troops; - Excluded by the Law of the Republic of Kazakhstan dated June 30, 2025 No. 202-VIII SAM
16) ensures the implementation of a unified state personnel policy in the Armed Forces;
16-1) develops and approves the concept of the personnel policy of the Armed Forces, carries out the placement of personnel and the assignment of military ranks within its competence, submits proposals for appointment and assignment of military ranks to the President of the Republic of Kazakhstan according to the list of positions.;
16-2) develops and approves the rules for the organization of military transportation in the Armed Forces and the rules for registration and payment of military transportation in the Armed Forces;
16-3) establishes military-technical requirements for communication routes;
16-4) develops and approves, together with the central executive body responsible for the implementation of state policy in the field of transport, rules for the operation, maintenance, maintenance, repair and planning of the construction of access roads used by the Ministry of Defense;
17) transfers military property within the Ministry of Defense and state institutions of the Armed Forces, as well as provides unused defense facilities for property lease (lease);
17-1) interacts with central and local executive bodies on issues of compliance with international treaties in the field of arms control and monitors the implementation of these treaties by other participating States;
17-2) conclude international treaties of the Republic of Kazakhstan within its competence;
17-3) recognizes the military property of the Armed Forces as unused;
18) approves the rules for the adoption of weapons and military equipment by the Armed Forces, other troops and military formations of the Republic of Kazakhstan;
18-1) approves the rules for decommissioning the Armed Forces, other troops and military formations of weapons and military equipment;
19) approves the Inventory of weapons and military equipment of the Armed Forces, other troops and military formations;
20) organizes the implementation of projects in the field of military space activities;
21) approves the rules of military training in higher educational institutions and military faculties at organizations of higher professional education;
22) approves, in coordination with the central authorized body for budget planning, the supply standards for the Armed Forces;
23) approves the rules on the procedure for keeping military records of conscripts and conscripts;
24) develops rules for the establishment of restricted areas and restricted areas;
25) approves the rules for the organization of activities and conditions of service of military personnel of the office of military attaches;
26) approves the regulations on local military administration bodies;
26-1) approves the description of personalized badges, breastplates and other military heraldic signs, graduation badges for military educational institutions, for classroom specialists, award medals (badges) for winners of military-applied, service-applied, technical and other sporting events, as well as the procedure for their issuance and wearing by military personnel of the Armed Forces;
26-2) carries out internal control in the field of veterinary medicine and sanitary and epidemiological welfare at facilities located on the territory of military camps and training centers of the Armed Forces;
26-3) assigns conditional names to military units of the Armed Forces and organizations, management bodies and military units of civil defense of the authorized body in the field of civil protection, national security bodies, authorized body in the field of foreign intelligence, military units of the State Security Service of the Republic of Kazakhstan on the recommendation of the head of the authorized state body;
26-4) develops and approves rules for assigning valid and conditional names to military units and organizations and their use in conducting correspondence in the Armed Forces;
26-5) manages the territorial troops of the Armed Forces in cooperation with the local executive authorities of the region, the city of republican significance, the capital;
26-6) develops and approves rules for ensuring environmental safety in the Armed Forces;
26-7) develops and approves the rules for issuing service certificates and their description to military personnel of the central office of the Ministry of Defense;
26-8) develops and approves rules for the organization of financial and economic activities in the Armed Forces;
26-9) develops and approves regulatory legal acts on issues of mobilization, operational and combat training, encrypted, coded, classified communications, protection of state secrets, and information security in the Armed Forces;
26-10) develops and approves rules for the organization of storage of missiles and ammunition in arsenals, bases and warehouses of the Armed Forces;
26-11) develops and approves rules for the response of the command of military units and military police bodies of the Armed Forces to information about theft, loss of weapons and ammunition, or unauthorized abandonment by military personnel of the location of a military unit with weapons;
26-12) organizes military historical and cultural work in the Armed Forces;
26-13) develops and approves the rules of initial military training;
26-14) develops and approves the rules of military training for additional educational programs;
26-15) develops and approves the rules of training in military-technical and other specialties;
26-16) develops and approves the rules of military training for reserve officers and reserve sergeants.;
26-17) develops and approves the rules of expulsion from military educational institutions of the Ministry of Defense;
26-18) develops and approves the rules for the training of military medicine specialists of the Armed Forces in coordination with the authorized body in the field of healthcare;
26-19) organizes and coordinates scientific support for defense, including defense research;
26-20) develops and approves the rules for the organization and use of the educational and material base of military educational institutions and military departments in coordination with the authorized body in the field of education.;
26-21) develops and approves the rules for the selection of military personnel of the Armed Forces for training in foreign military educational institutions;
26-22) develops and approves the rules of physical training in the Armed Forces;
26-23) decides, in coordination with the authorized body in the field of education, on the establishment and liquidation of the military department of the organization of higher and (or) postgraduate education.;
26-24) develops rules for the implementation of quality control over the execution of state defense orders in organizations, regardless of their forms of ownership;
26-25) develops and approves rules and instructions on the issues of metrological support of the Armed Forces;
26-26) develops and approves the rules for the provision of land for temporary gratuitous use under public-private partnership agreements for the construction, reconstruction and operation of defense facilities;
26-27) develops and approves the rules for the alienation of defense facilities under public-private partnership agreements to reimburse costs to a private partner;
26-28) develops a list of alienated defense facilities under public-private partnership agreements;
26-29) develops pricing rules for military goods (products), dual-use goods (products), military works and military services within the framework of ensuring the functioning of the military information and communication infrastructure assigned to a single operator of the military information and communication infrastructure;
26-30) develops and approves the rules of operation of a single operator of military information and communication infrastructure;
26-31) develops and approves a list of military information and communication infrastructure facilities assigned to a single military information and communication infrastructure operator, with the exception of military information and communication infrastructure facilities of special government agencies;
26-32) develops and approves regulations on military communications agencies;
26-33) organizes the activities of military communications agencies;
26-34) approves the design assignment and project documentation for the construction, expansion, reconstruction, modernization, conservation and post-modernization of transport infrastructure facilities specified in paragraph 5 of Article 23-1 of the Law of the Republic of Kazakhstan "On Transport in the Republic of Kazakhstan", in terms of compliance with military-technical requirements;
27) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations in the field of organization of defense and the Armed Forces of the Republic of Kazakhstan, the functions and powers of state bodies in ensuring the country's defense capability, the rights and obligations of citizens and organizations in the field of defense.
