1. Postal operators must have the necessary material and technical base and qualified personnel, mechanization facilities, and provide users of the postal operator's services with information on tariffs, deadlines for sending mail inside and outside Kazakhstan, as well as other information.

2. The activities of postal operators in providing postal services are carried out in accordance with the rules for the provision of postal services.

3. Mail operators are required to ensure the safety of mail items and postal money transfers accepted from users of the mail operator's services.

4. Mail operators provide information about postal items, postal money transfers, senders and addressees only to senders and addressees or their legal representatives or attorneys on the basis of a power of attorney. Provision of the specified information to other individuals and legal entities is carried out only in cases stipulated by the laws of the Republic of Kazakhstan.

5. Postal operators provide postal services through production facilities, post offices, postmen or couriers, and also use their own and postage stamps in accordance with the requirements established by this Law.

Through subscriber mailboxes, mail operators deliver mail items, the list of which is established by the rules for the provision of postal services.

6. The interaction between the mail operators is carried out on a contractual basis.

7. An individual or a legal entity may not act as a mail operator, the founder or participant of which is an individual who has an outstanding or outstanding criminal record for crimes provided for in articles 216 and 217 of the Criminal Code of the Republic of Kazakhstan.

8. Postal operators carry out their activities in accordance with the procedure established by this Law and the legislation of the Republic of Kazakhstan.

This Law establishes the legal basis of activity and regulates public relations in the field of mail in the territory of the Republic of Kazakhstan, defines the rights and obligations of subjects of postal activity, the competence of state bodies in the field of mail.
