Article 23. National Postal Operator The Law on Mail
1. The National Postal Operator has the following obligations:
1) provides universal postal services in accordance with the quality indicators of universal postal services approved by the authorized body;
1-1) provides the services provided for in Article 23-1 of this Law in rural settlements.;
2) provides special postal services in accordance with the Law of the Republic of Kazakhstan "On Communications";
3) assigns postal codes to real estate objects in accordance with the rules for assigning postal codes in the Republic of Kazakhstan;
4) excluded by the Law of the Republic of Kazakhstan No. 164-VIII dated 02/10/2025 (effective ten calendar days after the date of its first official publication).
5) provides employees of the special postal service with uniforms, as well as their employees with uniforms (without shoulder straps);
6) organizes the issue and sale of state postage stamps of the Republic of Kazakhstan;
7) creates a unified system of electronic subscriber mailboxes and ensures its functioning.
2. The national postal operator has the right:
1) provide the services provided for in the sub-paragraphs 2), 3), 4), 5), 7) and 9) paragraphs 2 and 3 of Article 9 of this Law;
2) carry out brokerage, dealer and transfer agency activities in accordance with the procedure established by the authorized body for regulation, control and supervision of the financial market and financial organizations;
2-1) provide services without charging fees for accepting cash and non-cash money from individuals and representatives of government agencies to pay taxes and other mandatory payments to the budget according to the list of revenues approved by the central authorized body for budget execution, with the right to receive remuneration for services rendered from the budget on the basis of a concluded agreement;
3) to carry out certain types of banking operations without a license:
accepting deposits, opening and maintaining bank accounts of legal entities;
opening and maintaining correspondent accounts of banks and organizations engaged in certain types of banking operations;
cash operations: receiving and issuing cash, including its exchange, exchange, recalculation, sorting, packaging and storage;
transfer operations: execution of orders from individuals and legal entities for payments and money transfers;
collection of banknotes, coins and valuables, including precious metals, precious stones and articles made from them;
foreign currency exchange operations, including foreign currency cash exchange operations;
opening and maintaining a bank account of an individual included in the list of organizations and persons associated with the financing of terrorism and extremism for the purpose of conducting transactions with money and (or) other property provided for in paragraph 8 of Article 12 of the Law of the Republic of Kazakhstan "On Countering the Legalization (Laundering) of Proceeds from Crime and the Financing of Terrorism";
4) to issue, sell and distribute payment cards.
5) to carry out transportation and storage of medicines and medical devices in accordance with the requirements established by the legislation of the Republic of Kazakhstan in the field of healthcare.
3. The activities of the National Postal Operator in accepting deposits, opening and maintaining bank accounts of individuals are regulated by the authorized body for regulation, control and supervision of the financial market and financial organizations, including through the establishment of separate prudential standards and the issuance of licenses.

The National Postal Operator submits financial and other reports to the National Bank of the Republic of Kazakhstan in accordance with the regulatory legal act of the National Bank of the Republic of Kazakhstan.
The safety of public deposits attracted by the National Postal Operator for term deposits is ensured by placing them in government securities and other liquid financial instruments.
The Authorized Body for regulation, Control and Supervision of the Financial market and Financial Organizations monitors and supervises compliance by the National Postal Operator with the legislation of the Republic of Kazakhstan on countering the legalization (laundering) of proceeds from crime and the financing of terrorism when carrying out financial activities and providing financial services.

4. The national postal operator requests and receives information or obtains access to the Address Register information system in order to fulfill the obligations imposed on it by the State.
5. The National Postal Operator assigns a postal code to each real estate object that has a location address and is included in the Address Register information system. The unified database of postal codes in the territory of the Republic of Kazakhstan is maintained by the National Postal Operator in accordance with the rules for assigning postal codes in the Republic of Kazakhstan.
6. The interaction of the National Postal Operator with other postal operators is carried out on a contractual basis.

This Law establishes the legal basis of activity and regulates public relations in the field of mail in the territory of the Republic of Kazakhstan, defines the rights and obligations of subjects of postal activity, the competence of state bodies in the field of mail.
