Article 23. State support measures provided to the Kandas, ethnic Kazakhs and members of their families, including widows of the Kandas and their common children of the Law on Population Migration

1. Ethnic Kazakhs and their family members, including the widows of the Kandases and their children together, are exempt from proof of their ability to pay upon obtaining a permanent residence permit in the Republic of Kazakhstan.

2. Persons who have received the status of candace and their family members are provided with:

1) free adaptation and integration services at the Kandas adaptation and integration centers;

2) medical care in accordance with the legislation of the Republic of Kazakhstan in the field of healthcare;

3) places in schools and pre-school organizations on an equal basis with citizens of the Republic of Kazakhstan, the opportunity to receive education in accordance with the allocated quota for admission to educational institutions of technical and vocational, post-secondary and higher education in the amount determined by the Government of the Republic of Kazakhstan;

4) social protection on an equal basis with citizens of the Republic of Kazakhstan;

5) assistance in employment in accordance with the Social Code of the Republic of Kazakhstan.

3. Candas are provided with land plots on the right of temporary gratuitous land use in accordance with the land legislation of the Republic of Kazakhstan for conducting personal subsidiary farming, gardening, and suburban construction.

4. Local executive bodies may establish one-time allowances, including compensation for the costs of travel to a permanent place of residence and transportation of property, for Candace and their family members who have moved to the Republic of Kazakhstan outside the regional quota for receiving Candace. The procedure and conditions for payment of benefits are approved by akimats of regions, cities of republican significance, and the capital on the basis of standard rules approved by the authorized body on population migration.

4-1. Ethnic Kazakhs and members of their families who have received the status of candace and (or) are included in the regional quota for receiving Candace upon entry into the territory of the Republic of Kazakhstan are exempt from paying customs duties on property for personal use, including vehicles, in accordance with an international agreement and (or) the customs legislation of the Republic of Kazakhstan.

4-2. Candace and their family members included in the regional quota for admission of Candace are provided with state support measures provided for participants in active employment promotion measures in accordance with the Social Code of the Republic of Kazakhstan.

5. Candace and their family members included in the regional candace admission quota, in addition to the state support measures provided for in this article, are granted the right to receive consumer loans and mortgage loans for housing construction.

5-1. In the event of the death of the Candace or their family members after their inclusion in the regional quota for admission of Candace, state support measures are provided to the Candace or family members, regardless of whether they have obtained citizenship of the Republic of Kazakhstan.

6. Candace is obliged to fully reimburse ahead of schedule the budget costs incurred for the provision of state support measures received by them within the framework of active employment promotion measures in accordance with the Social Code of the Republic of Kazakhstan, in the following cases::

independent departure for permanent residence of his own free will outside the region of his settlement within five years from the moment of obtaining the status of a candace;

refusal to acquire citizenship of the Republic of Kazakhstan.

The provision of the second paragraph of the first part of this paragraph does not apply to kandas who have an academic degree.
