Authorized Body for Architecture, Urban Planning and Construction:

1) on the basis of and in pursuance of the main directions of the internal and foreign policy of the state, defined by the President of the Republic of Kazakhstan, and the main directions of the socio-economic policy of the state, its defense capability, security, and public order, developed by the Government of the Republic of Kazakhstan, forms and implements state policy in the field of architectural, urban planning, and construction activities, and the development of the production base the construction industry;

2) carries out coordination and methodological guidance of local executive bodies in the field of architecture, urban planning and construction;

3) organizes scientific research on pricing in construction and economics in the field of construction of construction facilities at the expense of public investments;

4) organizes the development and correction (updating) of the general scheme of organization of the territory of the Republic of Kazakhstan;

5) organizes the development and adjustment (updating) of interregional territorial development schemes and submits them to the Government of the Republic of Kazakhstan for approval.;

6) monitors compliance with the requirements of the legislation of the Republic of Kazakhstan on the priority use of the potential of the Republic of Kazakhstan in architectural, urban planning and construction activities;

7) organizes the development and approves state regulatory documents on pricing in construction;

8) develops and approves rules for the formation and maintenance of a list of business entities engaged in the production (manufacture) and supply of building materials, products, structures, and equipment for monitoring prices in construction;

9) develops and approves rules for determining the cost of construction of construction facilities at the expense of public investments;

10) develops and approves the rules for conducting a comprehensive non-departmental expertise of construction projects intended for the construction of new ones, as well as changes (reconstruction, expansion, technical re-equipment, modernization and major repairs) of existing buildings and structures, their complexes, engineering and transport communications;

11) determines the procedure for approving design and estimate documentation intended for the construction of construction facilities at the expense of public investments;

12) develops and approves the rules for conducting a comprehensive urban planning examination of urban development projects;

13) accredits legal entities applying for a comprehensive non-departmental examination of construction projects;

14) develops and approves the rules for addressing real estate in the territory of the Republic of Kazakhstan jointly with the authorized body in the field of digitalization;

15) approves individual plans for the phased development and coordination of design estimates for the construction of individual facilities of special regulation and (or) urban planning regulations;

16) carries out state architectural and construction control and supervision in accordance with this Code and the legislation of the Republic of Kazakhstan;

17) develops and approves the rules for carrying out engineering and geological surveys;

18) creates the state urban planning cadastre, exercises control over its maintenance;

19) provides regulatory, technical and methodological support for the activities of subjects of architectural, urban planning and construction activities, as well as a state-owned enterprise that maintains the state urban cadastre;

20) carries out the revocation and (or) cancellation of the architectural and planning assignment and the agreed draft design;

21) decides on the application of measures to violators in connection with violations and deviations from the norms of the legislation of the Republic of Kazakhstan, state regulatory documents, conditions and restrictions established in architectural, urban planning and construction activities;

22) certifies state construction inspectors;

23) approves the qualification requirements for the licensed type of activity in the field of architecture, urban planning and construction;

24) carries out measures to ensure the rational use of territories and natural resources in urban development of territories of national and interregional importance;

25) approves the rules for the organization of construction and the passage of licensing procedures in the field of construction;

26) approves the rules for the organization of the customer's activities and functions;

27) develops and approves the rules for determining the cost of work for conducting a comprehensive non-departmental examination of construction projects, as well as a comprehensive urban planning examination of urban projects;

28) develops and approves rules and licensing requirements for the accreditation of legal entities engaged in engineering services and expert work on technical supervision and technical inspection of the reliability and stability of buildings and structures at facilities of the first and second levels of responsibility;

29) accredits legal entities providing engineering services for technical supervision and expert work on technical inspection of reliability and stability of buildings and structures at facilities of the first and second levels of responsibility;

30) develops and approves rules for the accreditation of legal entities engaged in project management in the field of architecture, urban planning and construction;

31) develops and approves the rules of the portal for the organization of the development and examination of projects on the principle of "one window";

32) defines a list of requirements, the violation of which entails the use of rapid response measures, and also defines, in relation to specific violations of the requirements of a specific type of rapid response measure, indicating the duration of this measure (if necessary).

The list of requirements, the violation of which entails the use of rapid response measures, includes requirements that are subject to state control, in accordance with Article 143 of the Entrepreneurial Code of the Republic of Kazakhstan.;

33) selects priority areas of fundamental and applied scientific research in the field of architecture, urban planning and construction;

34) defines the procedure for the implementation of turnkey construction projects;

35) develops and approves the rules for the development of design code;

36) approves the requirements for the heads of expert organizations that carry out comprehensive non-departmental expertise of construction projects;

37) develops and approves the rules governing the procedure and cost of consulting services in the field of design;

38) develops and approves rules for determining the technical complexity of construction projects;

39) develops and approves rules for the development, coordination and approval of urban development projects (master plans of settlements, detailed planning projects);

40) develops and approves the rules of the competition for the right of certification and the standard form of the contract for the right of certification of specialists (experts) in the field of architectural, urban planning and construction activities;

41) organizes and conducts a competition for the right to certify specialists (experts) in the field of architectural, urban planning and construction activities;

42) develops and approves qualification requirements for the participants of the competition for the right to certify specialists (experts) in the field of architectural, urban planning and construction activities;

43) develops and approves the certification procedure and qualification requirements for candidates applying for certification;

44) develops and approves the standard charter of the certification body;

45) defines the directions of self-regulatory organizations in the field of architectural, urban planning and construction activities;

46) develops and approves the rules for registration in the automated digital system of the state urban planning cadastre of urban development projects, pre-design and design estimates, as well as objects of architectural, urban planning and construction activities;

47) develops and approves rules for maintaining and providing information and (or) information from the state urban planning cadastre;

48) develops and approves the rules for issuing expert opinions on complex non-departmental expertise of construction projects, as well as comprehensive urban planning expertise of urban projects;

49) develops and approves rules for the establishment of expert commissions (expert groups) and the involvement of specialists (experts) (specialized institutions and organizations) to participate in the comprehensive non-departmental expertise of construction projects, as well as the comprehensive urban planning expertise of urban projects;

50) develops and approves the rules for the accreditation of expert organizations;

51) develops and approves the rules governing the management of the portal and digital systems for the organization of construction on the principle of "one window";

52) develops and approves regulatory legal acts, regulatory and methodological documents in the field of architectural, urban planning and construction activities;

53) exercises control and supervision over the activities of local executive bodies for architecture, urban planning and construction and state architectural and construction control and supervision in terms of the appropriate performance of the functions assigned to them by the legislation of the Republic of Kazakhstan;

54) maintains a register of licenses in the field of architectural, urban planning and construction activities;

55) issues regulations and applies administrative measures of influence established by the Code of the Republic of Kazakhstan on Administrative Offenses to local executive bodies for architecture, urban planning and construction and state architectural and construction control and supervision;

56) develops and approves the forms of the act of state inspectors on the suspension of activities in the field of construction;

57) coordinates the actions of central and local executive bodies on the provision of information and (or) information for entry into the database of the state urban cadastre;

58) develops and approves rules for the control and supervision of the activities of local executive bodies for architecture, urban planning and construction and state architectural and construction control and supervision;

59) develops and approves the rules for the certification of state construction inspectors who carry out architectural and construction control and supervision;

60) develops and approves rules for determining the procedure for monitoring facilities and complexes under construction (planned for construction).;

61) supervises the activities and coordinates the actions of central and local executive bodies in the implementation of state policy in the field of architectural, urban planning and construction activities;

62) develops and approves standard rules for the improvement of the territory of cities and settlements;

63) develops and approves state regulatory documents in the field of architectural, urban planning and construction activities;

64) maintains registers of accredited organizations in the field of architectural, urban planning and construction activities;

65) coordinates the qualification requirements for chief architects and chief state construction inspectors;

66) develops and approves the rules for the development, coordination and approval of the general scheme of organization of the territory of the Republic of Kazakhstan;

67) develops and approves rules for the development, coordination and approval of interregional territorial development schemes;

68) develops and approves the rules for the formation and maintenance of the state bank of construction projects and the provision of standard projects and design estimates;

69) monitors and supervises the compliance of developed and approved urban planning projects (detailed planning projects, schemes for the development and development of settlements) with the requirements of the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities;

70) coordinates the rules for the formation of the architectural appearance and urban planning of cities of republican significance, the capital and cities of regional significance with a special status in accordance with the laws of the Republic of Kazakhstan;

71) develops and approves the rules for the technical inspection of the reliability and stability of buildings and structures;

72) develops and approves the rules for issuing a decision on carrying out a complex of works on postutilization (demolition) construction sites;

73) develops and approves the forms of the certificate of acceptance of a construction object in coordination with the authorized state body responsible for state regulation and control of activities in the field of state registration of rights to immovable property and state technical inspection of immovable property.;

74) develops and approves the forms of conclusions on the quality of construction and installation works and the conformity of the completed works with the construction project, declarations of conformity;

75) exercise other powers provided for by this Code, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

Real The Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic Kazakhstan, the formation of a full-fledged human habitat and vital activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
