Article 25. Administrative offense of the Code of the Republic of Kazakhstan On Administrative Offenses
1. An administrative offense is an unlawful, culpable (intentional or negligent) action or omission of an individual or an unlawful action or omission of a legal entity for which administrative liability is provided for by this Code.
2. Administrative liability for offences provided for in articles of the Special Part of this Code shall occur if these offences by their nature do not entail criminal liability in accordance with the legislation.
