Article 25. Competence of maslikhats of regions, cities of republican significance, the capital in architectural, urban planning and construction activities of the Building Code of the Republic of Kazakhstan

1. Maslikhats of the regions:

1) coordinate the concept (master plan) of the development of the settlement, the draft general plan of cities of regional significance with an estimated population of over one hundred thousand inhabitants and its adjustment;

2) approve the complex schemes of urban planning of the territory of the region and districts submitted by the akimat of the region;

3) approve the general plans of cities of regional significance with an estimated population of up to one hundred thousand inhabitants and their adjustments;

4) approve the rules of landscaping and engineering support of the region, as well as the rules for the preservation and maintenance of housing stock, other civil housing construction facilities, and engineering communications;

5) approve the rules submitted by the Akimat of the region for the creation, maintenance and protection of green spaces not included in the forest fund of the Republic of Kazakhstan within the boundaries of the settlements of the region;

6) approve the housing renovation program;

7) exercise other powers in accordance with the legislation of the Republic of Kazakhstan to ensure the rights and legitimate interests of citizens.

2. Maslikhats of cities of republican significance, the capital:

1) coordinate the concept (master plan) of the city's development, the draft general plan of the city, projects for the establishment and modification of the city limits and the boundaries of the suburban area, as well as the boundaries of the city districts;

2) approve the rules of landscaping and engineering support of the city submitted by the Akimat of the city;

3) approve the rules for landscaping and engineering support of the city, as well as the rules for the preservation and maintenance of housing stock, other civil housing construction facilities, and engineering communications;

4) approve the rules for the formation of the architectural appearance (component parts of a settlement) and urban planning of cities of republican significance and the capital, agreed with the authorized body for architecture, urban planning and construction.;

5) approve the rules submitted by the Akimat of the city for the creation, maintenance and protection of green spaces not included in the forest fund of the Republic of Kazakhstan within the boundaries of the city;

6) approve the housing renovation program;

7) exercise other powers in accordance with the legislation of the Republic of Kazakhstan to ensure the rights and legitimate interests of citizens.
