Recipients of the State defense order:

1) submit applications for the need for necessary military goods (products), dual-use goods (products), military works and military services to ensure defense, security and law and order in the state based on the prospects for the logistical re-equipment of central executive bodies, government bodies directly subordinate and accountable to the President of the Republic Kazakhstan, their departments on the basis of the staffing limit and according to the standards approved in accordance with the established procedure;

2) submit applications for the necessary scientific research within the approved specialized scientific fields;

3) determine the degree of secrecy of information of the state defense order in accordance with the list of information subject to secrecy by the state bodies of the Republic of Kazakhstan;

4) bring the tasks of the state defense order to the executors of the state defense order in cases where budgetary funds within the framework of the state defense order are provided for in the budget of the recipient of the state defense order;

5) develop and approve tactical and technical specifications (technical specifications, tactical and technical characteristics) for military goods (products), dual-use goods (products), military works and military services offered for purchase;

6) conclude a contract for the execution of a state defense order in cases where budgetary funds under the state defense order are provided for in the budget of the recipient of the state defense order, and also accept military goods (products), dual-use goods (products), military works and military services.;

7) finance the state defense order and monitor its implementation, except in cases where budgetary funds within the framework of the state defense order are provided for in the budget of the authorized body in the field of the state defense order;

8) send their representatives to the executors of the state defense order to monitor the fulfillment of the state defense order and the quality of military goods (products), dual-use goods (products), military works and military services supplied under the state defense order, in accordance with the legislation of the Republic of Kazakhstan and the concluded the contract for the fulfillment of the state defense order;

9) in the absence of a military representative office, they accept military goods (products), dual-use goods (products), military works and military services in accordance with the terms of the contract for the fulfillment of the state defense order.;

10) in the presence of a military representative office, they accept military goods (products), dual-use goods (products), military works and military services by name, nomenclature and completeness in accordance with the terms of the contract for the fulfillment of a state defense order on the basis of a certificate confirming the quality of military goods (products), goods dual-use (products), military-purpose works and military-purpose services;

11) make a decision on the redistribution of budget funds within the framework of the state defense order within the limits allocated for the planning period, in case of savings, reduction or increase in the amount of the contract, extension of the term of the contract for the execution of the state defense order, when budget funds under the state defense order are provided in the budget of the recipient of the state defense order;

12) perform other functions in accordance with the legislation of the Republic of Kazakhstan.

This Law regulates public relations in the field of the defense industry, the state defense order, as well as certain issues of the turnover of weapons and military equipment.
