Article 25. Traffic management measures The Law on Road Traffic

     1. Measures to organize traffic are carried out in order to increase its safety and the capacity of roads by the authorized body in the field of transport and communications, local executive bodies, individuals and legal entities responsible for roads, as well as territorial divisions of the authorized body.

     2. In order to ensure high traffic capacity and road safety, road owners:

     1) carry out activities related to traffic management and transport planning based on documentation on territorial transport planning and traffic management;

     2) ensure round-the-clock operation and prompt repair of technical means of regulating traffic in accordance with the requirements of technical regulations.

     3) organize separate paths on roads, the width and number of lanes of which allow for exceptional movement of public transport, including light rail transport.

     3. State bodies carrying out measures for territorial transport planning and traffic management, within the limits of their competence:

     1) ensure the development and approval of documentation on territorial transport planning and traffic management;

     2) ensure interregional and regional coordination of joint design and implementation of measures in the field of territorial transport planning and traffic management, including coordination of projects and identification of sources of financing;

     3) establish requirements for taking into account the transportation and access capacities of territorial transport systems when planning the construction of facilities for mass stay of people;

     4) establish requirements for the placement of capital construction facilities and their connection to the road network in order to ensure that the transportation and carrying capacity of the transport system of settlements are taken into account;

     5) establish requirements for taking into account the existing and prospective level of motorization in populated areas during transport planning, development and placement of transport infrastructure facilities;

     6) introduce requirements for the establishment and updating of red lines, mandatory compliance with regulations for the use of territories within their borders, as well as reserving territories for the planned location of transport infrastructure facilities;

     7) establish legal assessment criteria and regulatory requirements for transport connectivity and accessibility of territories;

     8) ensure the interrelation of activities related to territorial transport planning and traffic management;

     9) use technical means, devices and structures, the use of which is regulated by standardization documents and provided for in the documentation on traffic management;

     10) establish the basic regulatory legal requirements for the installation and operation of technical means of traffic regulation;

     11) establish other requirements stipulated by the legislation of the Republic of Kazakhstan for transport systems, traffic management and transport infrastructure that ensure the sustainable functioning of transport systems in settlements and adjacent territories.

     4. Central and local executive bodies, within the limits of their competence, have the right to create special traffic management zones by imposing various restrictions on the entry of vehicles into certain urban areas characterized by excessive traffic congestion and anthropogenic environmental impact.

     5. In order to control the compliance of the transport and operational characteristics of the road network with the needs of the transport system, central and local executive bodies, within their competence, monitor traffic by collecting, processing and accumulating data on vehicle traffic parameters (speed, intensity, load level, traffic intervals, dislocation and condition of technical means of traffic regulation) on roads, streets, their individual sections, transport hubs, typical sections of the road network of localities.

     6. In order to ensure the safety of movement of special-purpose vehicles, the State Security Service of the Republic of Kazakhstan in the cities of Astana and Almaty, and in other administrative-territorial units, national security agencies have the right to determine the speed and routes of their movement along highways or separate sections of highways (special routes) and impose restrictions on movement, stopping and parking of vehicles on them. vehicles, temporarily change the direction of traffic.

     During security measures, all types of repair, construction, installation and other work on special routes and adjacent territories and water areas are carried out in coordination with the State Security Service of the Republic of Kazakhstan. During the security measures, all types of repair, construction, installation and other work on special routes may be suspended.
