Article 26. General requirements for the admission of students and pupils to educational organizations Chapter 5. ORGANIZATION of EDUCATIONAL ACTIVITIES of the Law on Education
1. The procedure for admission to pre-school organizations, organizations of secondary, technical and vocational, post-secondary, higher and (or) postgraduate education is determined by the standard rules for admission to educational organizations of the appropriate type, with the exception of the Academy of Justice, military, special educational institutions.
1-1. Excluded by the Law of the Republic of Kazakhstan dated 07/04/2018 No. 171-VI (effective ten calendar days after the date of its first official publication).
2. The procedure for admission to pre-school and secondary education organizations, which ensures the admission of all children, including persons (children) with special educational needs living in the territory of the educational organization, is determined by the standard rules for admission to training in an educational organization of the appropriate type.
2-1. Admission of citizens of the Republic of Kazakhstan, who have been awarded the Orken grant on a competitive basis, is carried out by the autonomous educational organization Nazarbayev Intellectual Schools.
3. Admission to study in educational organizations that implement educational programs of technical and vocational, post-secondary, higher, and postgraduate education is carried out on the basis of applications from citizens on a competitive basis, with the exception of the case provided for in paragraph 8-1 of this article. The terms of the competition should guarantee the observance of the rights to education and ensure the enrollment of citizens who are the most capable and prepared to master the educational program of the appropriate level.
Winners and prize-winners of international Olympiads in general education subjects, international competitions of scientific projects and international competitions of performers, sports competitions (awarded with diplomas of the first, second and third degrees) of the last three years according to the list approved by the authorized body in the field of education, are enrolled with the award of an educational grant in educational organizations implementing educational programs of higher education, based on their applications are provided that their chosen specialty corresponds to the subject of the Olympiad., a competition or sports competition.
Upon completion of military service, an educational grant for higher education programs for the upcoming academic year is awarded to military personnel on a competitive basis within the quota in accordance with subparagraph 2-1) of paragraph 8 of this Article upon confirmation of readiness to study in organizations of higher and (or) postgraduate education in accordance with subparagraph 2) of the first paragraph of paragraph 1 of Article 50-1 of the Law. 3-1. Admission to study in autonomous educational organizations is carried out in accordance with the procedure determined by these organizations, without the use of unified national testing procedures.
4. In order to receive postgraduate education in leading foreign organizations of higher and (or) postgraduate education in full-time education in accordance with the list of specialties approved annually in accordance with the procedure established by the legislation of the Republic of Kazakhstan, citizens of the Republic of Kazakhstan have the right to award the Bolashak international scholarship on a competitive basis, subject to age restrictions established by the legislation of the Republic of Kazakhstan.
To obtain higher education in leading foreign organizations of higher and (or) postgraduate education in full-time education in accordance with the list of specialties approved annually in accordance with the procedure established by the legislation of the Republic of Kazakhstan, citizens of the Republic of Kazakhstan who have been awarded first, second and third degree diplomas in international Olympiads in general subjects, international scientific competitions over the past three years projects and international competitions of performers, The list of which is determined by the Republican Commission for Personnel Training Abroad is eligible for the award of the Bolashak international scholarship on a competitive basis, provided that their chosen specialty meets the subject of the Olympiad or competition and they are unconditionally enrolled in academic studies (except for financial conditions), taking into account the age restrictions established by the legislation of the Republic of Kazakhstan.".
The citizens of the Republic of Kazakhstan, who have been awarded the Bolashak International Scholarship, sign a contract for studying under the Bolashak International scholarship.
5. When conducting a competition for educational grants, as well as for enrollment in the composition of students under the state educational order for the training of personnel with higher education, in case of equality of points, the following persons have the pre-emptive right in the subsequent order.:
1) persons awarded with the badge "Altyn Belgi";
1-1) persons awarded the badge of distinction for their patriotism and active citizenship;
2) excluded by the Law of the Republic of Kazakhstan dated 13.11.2015 No. 398-V (effective ten calendar days after the date of its first official publication);
2-1) persons who have educational documents from educational organizations that implement educational programs for technical and vocational, post-secondary education, who have confirmed their qualifications and have at least one year of professional experience;
3) winners of international Olympiads and competitions of scientific projects (scientific competitions) in general education subjects (awarded with diplomas of the first, second and third degrees), international and national competitions of performers and sports competitions (awarded with diplomas of the first, second and third degrees) of the last three years, the list of which is determined by the authorized body in the field of education, as well as winners of the presidential and republican Olympiads and competitions of scientific projects in general education subjects (awarded with diplomas of the first, second and third degree) of the current academic year, provided that their chosen specialty corresponds to the subject of the Olympiad, competition or sports competition, with the exception of the persons specified in the second part of paragraph 3 of this Article.;
4) orphaned children and children left without parental care, as well as citizens of the Republic of Kazakhstan from among the youth who have lost or remained without parental care until adulthood, persons with disabilities of the first and second groups, veterans of military operations on the territory of other states, veterans equated with benefits to veterans of the Great Patriotic War, persons with persons with disabilities since childhood, children with disabilities who, according to a medical opinion, are not contraindicated from studying in relevant educational institutions, and persons with educational documents (certificates, certificates, diplomas) with honors.
5-1. In case of refusal of the holder of an educational grant before enrolling him in an organization of higher and (or) postgraduate education, the certificate of awarding the educational grant is canceled, and the educational grant is awarded in accordance with the established procedure.
6. Admission to the educational programs of post-secondary education is carried out on the terms determined by the authorized body in the field of education.
7. Admission to higher and (or) postgraduate education institutions for postgraduate education is carried out on the basis of applications from citizens on a competitive basis in accordance with the procedure established by the authorized body in the field of science and higher education.
8. When applying to study at educational organizations that implement educational programs for technical and vocational, post-secondary and higher education, an admission quota is provided for:
1) citizens from among persons with disabilities of the first or second group, persons with disabilities since childhood, children with disabilities;
2) veterans of military operations on the territory of other states, veterans who are equal in benefits to veterans of the Great Patriotic War;
2-1) citizens of the Republic of Kazakhstan who have served the established term of conscription military service;
3) citizens from among rural youth to study in educational programs that determine the socio-economic development of the village;
4) persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan;
5) orphans and children left without parental care, as well as citizens of the Republic of Kazakhstan from among the youth who have lost or remained without parental care until adulthood;
6) citizens of the Republic of Kazakhstan from among rural youth moving to regions designated by the Government of the Republic of Kazakhstan;
7) children from families with four or more minor children;
8) children from single-parent families who have this status for at least three years;
9) children from families raising children with disabilities since childhood, persons with disabilities of the first or second group.
8-1. Admission to training in educational organizations that implement educational programs of higher education for children (including adopted children, stepsons and stepdaughters living together) of employees of special state and law enforcement agencies, civil protection agencies, state paramedic service, military personnel, as well as medical workers who have died or who have been diagnosed with disability as a result of injuries (wounds, traumas, contusions) sustained in the line of duty, It is carried out out of competition on the basis of their application with the award of an educational grant.
9. Admission to study in educational programs requiring special and (or) creative training, including in the areas of personnel training in the field of education and healthcare, is carried out taking into account the results of special and (or) creative exams. The list of educational programs and the procedure for conducting special and (or) creative exams are determined by the standard admission rules.
9-1. The procedure for admission of students to organizations of higher and (or) postgraduate education before the completion of the first academic period is determined by the standard admission rules.
10. Admission to study in spiritual (religious) educational organizations is carried out from among persons with secondary education, in accordance with the procedure established by the founder.
11. Admission to training under the state educational order in certain specialties or educational programs of technical and vocational, post-secondary and higher education, requiring work with state secrets, is carried out in educational organizations authorized by the national security authorities in accordance with the legislation of the Republic of Kazakhstan on state secrets.
12. The procedure for admission to study at an educational organization, in the part not regulated by this Law and the relevant standard admission rules, is established by the founder or founders (public administration body) of the educational organization.
13. Education in educational organizations that implement general educational programs for preschool education and training, primary, basic secondary and general secondary education, educational programs for technical and vocational, post-secondary education, with the exception of military and special educational institutions, is carried out on the basis of an agreement, the standard form of which is approved by the authorized body in the field of education.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
