Article 28. Organization of the educational process of the Law on Education

Article 28. Organization of the educational process of the Law on Education

     1. The educational process in educational organizations is carried out in accordance with work curricula and work curricula.

      2. The basis of the organization of the educational process is the planning and accounting of educational work carried out by the educational organization.  

      The planning of educational work should ensure the timely and high-quality implementation of curricula and programs in full.  

     The planning of educational work in secondary education organizations and educational organizations implementing educational programs for technical and vocational education is carried out on the basis of an approved schedule of the educational process for the academic year and a schedule of theoretical and practical classes.

     Accounting of educational work in secondary education organizations, educational organizations that implement educational programs for technical and vocational education, is carried out by keeping logs of theoretical and industrial training and timesheets for the implementation of curricula in school hours.

     The planning of educational work in organizations of higher and (or) postgraduate education is carried out on the basis of the approved academic calendar for the academic year and the schedule of training sessions.

      3. Educational programs in educational organizations are an integral part of the educational process and are aimed at the formation of patriotism, citizenship, internationalism, high morals and ethics, as well as the development of diverse interests and abilities of students and pupils.  

   Military-patriotic education is an integral part of educational programs in educational organizations.

     Propaganda of racial, ethnic, religious, and social intransigence and exclusivity, as well as the dissemination of militaristic and other ideas that contradict the generally recognized principles of international law and humanism, is prohibited in educational organizations.

     4. The educational process is carried out on the basis of mutual respect for the human dignity of students, pupils, teachers and at all levels of the education system with respect for the rights of persons with disabilities.

     The use of methods of physical, moral and mental violence against students and pupils is not allowed.

     5. The procedure for organizing educational activities in educational organizations, the time of training of citizens in full-time departments of which is equivalent to military service, is determined by their public administration bodies.

     6. The initial military training of students of pre-conscription and military age on the basis of basic secondary education is carried out in educational organizations (except special ones) that implement general educational programs of general secondary education, educational programs of technical and vocational, post-secondary education.

     7. In order to control the development of educational programs by students, educational organizations carry out ongoing monitoring of academic performance and conduct intermediate certification of students.

     Educational organizations are independent in choosing the forms, order and frequency of the ongoing monitoring of academic performance and the interim assessment of students.

     8. The development of educational programs of basic secondary, general secondary, technical and vocational, post-secondary, higher and postgraduate education is completed with mandatory final certification of students.

     9. The final certification of students in secondary education institutions is carried out in the form of state final exams.

     10. The specifics of the final certification of students who have completed postgraduate education programs are determined by the authorized body in the field of education.

     11. Educational organizations provide parents and other legal representatives of underage students and pupils with the opportunity to familiarize themselves with the progress and content of the educational process, as well as the students' academic performance.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
