Article 29. Competence of akimats of districts and cities of regional importance in architectural, urban planning and construction activities of the Building Code of the Republic of Kazakhstan
1. The competence of the akimats of the districts includes:
1) coordination of activities for the implementation of the integrated urban planning scheme of the territory of the district (draft district planning), general plans of rural settlements and schemes for the development and development of settlements approved in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
2) informing the public about the planned development of the territory or other urban planning changes;
3) making a decision on construction, engineering preparation of the territory, landscaping and landscaping, conservation of unfinished construction sites, carrying out a complex of works on the postutilization of construction sites of regional significance;
4) record keeping and registration of acts on demolition of buildings and structures of regional significance;
5) keeping records of acceptance certificates for construction projects with mandatory consideration of access to low-mobility groups of the population;
6) maintenance and updating of duty topographic plans of subordinate settlements in the automated digital system of the state urban cadastre for monitoring the development of territories;
7) organization of preservation of housing stock, communications, historical and cultural monuments of regional significance, control over their maintenance (use, operation);
8) organization of the development and submission for approval to the district maslikhat of urban development projects for the development and development of cities of regional significance, master plans for rural settlements with a population of over five thousand people, schemes for the development and development of settlements (simplified master plan) with a population of up to five thousand people who have passed a comprehensive urban planning examination;
9) organization of the development and approval of detailed planning projects that have passed a comprehensive urban planning examination;
10) implementation of urban development projects;
11) review and approval of pre-project documentation and construction projects financed from the local budget, as well as the republican budget allocated to finance the local budget investment project;
12) monitoring of construction sites and complexes under construction (planned for construction) in accordance with the procedure determined by the authorized body for architecture, urban planning and construction;
13) submission to the Akimat of the region of monthly reports on allotments and changes in the purpose of land plots;
14) making a decision on the reconstruction (re-equipment, redevelopment) of existing buildings;
15) entering information and (or) information for filling in the automated digital system of the state urban planning cadastre, as well as its use in the provision of public services;
16) the implementation of interaction and cooperation with government agencies on issues related to their competence;
17) development and approval of the design code of settlements;
18) approval of the rules for the administration of the design code of settlements;
19) informing citizens about the rules for the construction and operation of individual residential buildings, other buildings and the use of land;
20) carrying out interaction and cooperation with government agencies on issues within their competence;
21) exercising other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan in the interests of local government.
2. The competence of akimats of cities of regional significance with an estimated population of over one hundred thousand inhabitants includes:
1) coordination of activities for the implementation of the general plan of the city approved in accordance with the procedure established by the legislation of the Republic of Kazakhstan, the integrated urban planning scheme of the adjacent territories of the region, district, assigned in accordance with the procedure established by the legislation of the Republic of Kazakhstan to the zone of influence of the city;
2) organization of the development and submission for approval to the maslikhat of the city of regional significance of projects for the establishment and modification of the city limits and boundaries of the suburban area, the boundaries of subordinate settlements;
3) submission, in accordance with Article 26 of this Code, to the relevant maslikhat for approval of urban development projects that have passed a comprehensive urban planning examination, as well as rules for landscaping and engineering support of the city territory.;
4) submitting proposals to the maslikhat of the city of regional significance on the establishment of rules for the preservation and maintenance of housing stock, other civil housing construction facilities, and engineering communications;
5) informing the public about the planned development or other urban planning changes;
6) entering information and (or) information for filling in the automated digital system of the state urban planning cadastre, as well as its use in the provision of public services;
7) maintenance and updating of the duty topographic plan of the city and settlements of administrative subordination in the automated digital system of the state urban cadastre for monitoring the development of territories;
8) approval and implementation of a detailed planning project that has passed a comprehensive urban planning examination;
9) making decisions on the development of the territory, expansion, technical re-equipment, modernization, reconstruction (redevelopment, re-equipment, redevelopment), restoration and major repairs of construction sites, engineering and transport communications, as well as on the engineering preparation of the territory, landscaping and landscaping, conservation of unfinished construction sites, carrying out a complex of works on the postutilization of local construction sites values;
10) record keeping and registration of acts on demolition of local construction sites;
11) keeping records of acceptance certificates for construction projects with mandatory consideration of access to low-mobility groups of the population;
12) organization of the preservation of housing stock, communications, historical and cultural monuments and monitoring of their regulatory content (use, operation);
13) monitoring of construction sites and complexes under construction (planned for construction) in accordance with the procedure determined by the authorized body for architecture, urban planning and construction;
14) submitting for approval to the authorized body for architecture, urban planning and construction the qualification requirements for the chief architect of the city of regional significance;
15) development and approval of the design code of cities of regional importance;
16) approval of the rules for the administration of the design code of cities of regional significance;
17) determination of the possibility (impossibility) of granting the right to a land plot in cities of regional significance in accordance with Article 44-2 of the Land Code of the Republic of Kazakhstan;
18) issuing an opinion in the form of a reasoned refusal on the impossibility of granting the right to a land plot in cities of regional significance in accordance with Article 44-2 of the Land Code of the Republic of Kazakhstan;
19) development and submission for approval to the authorized body for architecture, urban planning and construction of rules for the formation of the architectural appearance and urban planning of a city of regional significance with a special status in accordance with the Law of the Republic of Kazakhstan;
20) submitting for approval to the authorized body for architecture, urban planning and construction the qualification requirements for the chief architect of the city;
21) provision of land plots for individual housing construction in accordance with the established procedure in the territories defined in accordance with approved urban development projects;
22) informing citizens about the rules for the construction and operation of individual residential buildings, other buildings and the use of land;
23) the implementation of interaction and cooperation with government agencies on issues related to their competence;
24) exercising other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan in the interests of local government.
3. The competence of akimats of cities of regional significance with an estimated population of up to one hundred thousand inhabitants includes:
1) coordination of activities for the implementation of the general city plan approved in accordance with the procedure established by the legislation of the Republic of Kazakhstan, the integrated urban planning scheme of adjacent territories (draft district planning), assigned in accordance with the procedure established by the legislation of the Republic of Kazakhstan to the zone of influence of the city;
2) organization of the development and submission for approval to the maslikhat of the city of regional significance of the draft general plan of the city, projects for the establishment and modification of the city limits and boundaries of the suburban area, as well as the boundaries of subordinate settlements;
3) submission, in accordance with Article 26 of this Code, to the relevant maslikhat for approval of urban development projects that have passed a comprehensive urban planning examination, as well as rules for landscaping and engineering support of the city territory.;

11) keeping records of acceptance certificates for construction projects with mandatory consideration of access to low-mobility groups of the population;
12) organization of the preservation of housing stock, communications, historical and cultural monuments and control over their maintenance (use, operation);
13) monitoring of construction sites and complexes under construction (planned for construction) in accordance with the procedure determined by the authorized body for architecture, urban planning and construction;
14) provision of land plots for individual housing construction in accordance with the established procedure in the territories defined in accordance with approved urban development projects;
15) informing citizens about the rules for the construction and operation of individual residential buildings, other buildings and the use of land;
16) the implementation of interaction and cooperation with government agencies on issues related to their competence;
17) submitting for approval to the authorized body for architecture, urban planning and construction the qualification requirements for the chief architects of the city of regional importance;
18) development and approval of the design code of cities of regional importance;
19) approval of the rules for the administration of the design code of cities of regional significance;
20) determination of the possibility (impossibility) of granting the right to a land plot in cities of regional significance in accordance with Article 44-2 of the Land Code of the Republic of Kazakhstan;
