Article 29. Competence of the internal affairs bodies in the sphere of turnover of civil and service weapons of the Law on State Control over the Turnover of Certain Types of Weapons

1. Authorized body in the field of arms control:

1) excluded by the Law of the Republic of Kazakhstan dated 18.03.2019 No. 237-VI (effective twenty-one calendar days after the date of its first official publication);

2) organizes and carries out state control over the turnover of civilian and service weapons and ammunition for them;

3) issues licenses for:

the right to develop, manufacture, repair, trade, collect, exhibit civilian and service weapons and ammunition;

the right to develop, manufacture, trade, and use civil pyrotechnic substances and products with their use;

4) issues certificates for the import into the territory of the Republic of Kazakhstan, export from the territory of the Republic of Kazakhstan, as well as transit through the territory of the Republic of Kazakhstan of civilian and service weapons and ammunition;

4-1) excluded by the Law of the Republic of Kazakhstan dated 25.11.2019 No. 272-VI (effective ten calendar days after the date of its first official publication);

5) (excluded)

6) develops and approves the Cadastre of civil and service weapons and ammunition for them;

7) develops and approves technical regulations in the sphere of turnover of civilian and service weapons and ammunition for them;

8) develops and approves criminalistic requirements and methods of testing civilian and service weapons and ammunition for them, as well as products structurally similar to weapons;

8-1) develops and approves:

rules for the turnover of civilian and service weapons and ammunition;

rules for the safe handling of civilian and service weapons;

training and retraining programs for owners and users of civilian and service weapons;

criteria for organizations that train and retrain owners and users of civilian and service weapons;

8-2) is excluded by the Law of the Republic of Kazakhstan dated 30.06.2025 No. 203-VIII (effective ten calendar days after the date of its first official publication).

8-3) establishes the procedure for the voluntary retaliatory surrender by citizens of illegally stored firearms, ammunition and explosives;

8-4) determines the procedure for the development, publication and maintenance of the State Cadastre of Civil and service weapons and ammunition;

8-5) excluded by the Law of the Republic of Kazakhstan dated 18.03.2019 No. 237-VI (effective after twenty-one calendar days after the date of its first official publication); 8-6) excluded by the Law of the Republic of Kazakhstan dated 30.06.2025 No. 203-VIII (effective after ten calendar days after the date of its first official publication).

8-7) develops and approves regulatory legal acts in the sphere of turnover of civil, service weapons and ammunition in accordance with the goals and objectives of this Law and the legislation of the Republic of Kazakhstan.;

9) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

2. The powers of the territorial internal affairs and transport authorities exercising state control over the turnover of civilian and service weapons and ammunition are determined by this Law and other regulatory legal acts of the Republic of Kazakhstan regulating the turnover of weapons.

The Law of the Republic of Kazakhstan dated December 30, 1998 No. 339.

This Law regulates legal relations arising from the turnover of civilian, service, military handguns and cold steel weapons in the territory of the Republic of Kazakhstan, and is aimed at protecting the life and health of citizens, property, ensuring public safety, protecting environmental facilities, resources, and developing international cooperation in combating crime and illegal proliferation of weapons.

The provisions of this Law also apply to the circulation of ammunition (cartridges).
