Article 33-1. Republican associations of public associations of hunters and hunting subjects, as well as public associations of fishermen and fishing subjects The Law on the Protection, Reproduction and Use of Wildlife

1. Republican associations of public associations of hunters and hunting subjects, as well as public associations of fishermen and fishing subjects, are established to protect the interests of individuals and legal entities engaged in activities related to the protection, reproduction and use of wildlife.

2. Republican associations of public associations of hunters and hunting subjects, as well as public associations of fishermen and fishing subjects, are non-profit organizations. Republican associations of public associations of hunters and hunting subjects, as well as public associations of fishermen and fishing subjects, have the right to establish their own structural divisions (branches and representative offices).

Republican associations of public associations of hunters and hunting subjects, as well as public associations of fishermen and fishing subjects, are subject to accreditation in accordance with the procedure approved by the authorized body, the authorized body in the field of fisheries. The accreditation of republican associations of public associations of hunters and hunting subjects, as well as public associations of fishermen and fishing subjects, is carried out by the authorized body, the authorized body in the field of fisheries on the basis of their application and at their own expense.

The activities of republican associations of public associations of hunters and hunting subjects, as well as public associations of fishermen and fishing subjects are regulated by the laws of the Republic of Kazakhstan and the charter.

3. The Republican Association of Public Associations of Hunters and Hunting Subjects carries out the following activities:

1) coordination of the activities of public associations of hunters and subjects of the hunting industry for the development of hunting, hunting dog breeding, wild breeding;

2) representing the interests of public associations of hunters and hunting subjects in government agencies and organizations, as well as in non-governmental and international organizations;

3) participation in the preparation of regulatory legal acts and other documents on the protection, reproduction and use of wildlife;

4) participation in monitoring and accounting of wildlife objects;

5) distributes quotas for the seizure of wildlife, with the exception of fish resources and other aquatic animals;

6) accounting and registration of hunting birds of prey used in hunting;

7) issuance of hunter's certificates in electronic form, submission to the territorial divisions of the department of the authorized body of reports on issued hunter's certificates in the prescribed form;

8) excluded by the Law of the Republic of Kazakhstan dated 05/24/2018 No. 156-VI (effective ten calendar days after the date of its first official publication);

9) participation in keeping records of the number of species of animals that are objects of hunting on fixed hunting grounds, analysis and generalization of data provided by subjects of the hunting industry, and making recommendations to the territorial divisions of the department of the authorized body to prepare a limit for the seizure of wildlife;

10) organization of reproduction of the animal world;

11) participation in the competition commission for securing hunting grounds;

12) excluded by the Law of the Republic of Kazakhstan dated 07/10/2012 No. 36-V (effective after ten calendar days after its first official publication);

13) organization of the development of national types of hunting using hunting birds of prey and hunting dogs;

14) other activities stipulated by the Charter and not prohibited by the legislation of the Republic of Kazakhstan.

The document on the surrender of the hunting farm issued by the Republican Association of public associations of hunters and hunting subjects is the basis for issuing a hunter's certificate.

4. The Republican Association of Public Associations of Fishermen and subjects of fisheries carries out the following types of activities:

1) coordination of the activities of public associations of fishermen and subjects of fisheries for the development of fisheries, aquaculture, reproduction of fish resources and other aquatic animals, amateur (sports) fishing;

2) representing the interests of public associations of fishermen and fishing industry entities in government agencies and organizations, as well as in non-governmental and international organizations;

3) participation in the preparation of regulatory legal acts and other documents on the protection, reproduction and use of wildlife;

4) participation in monitoring and accounting of wildlife objects;

7) participation in the distribution of subsidies allocated for the development of fisheries;

8) participation in the framework of a state social order in the organization of assistance to fish resources and other aquatic animals in cases of mass illness, threat of their death, threat of starvation and due to other causes, as well as in the rescue of juvenile fish;

9) excluded by the Law of the Republic of Kazakhstan dated 07/10/2012 No. 36-V (effective after ten calendar days after its first official publication);

10) other activities stipulated by the Charter and not prohibited by the legislation of the Republic of Kazakhstan.

This Law regulates public relations in the field of protection, reproduction and use of wildlife, as well as the conservation and reproduction of Kazakh dog breeds and is aimed at ensuring conditions for the conservation of wildlife and its biological diversity, sustainable use of wildlife in order to meet environmental, economic, aesthetic and other human needs, taking into account the interests of present and future generations..
