1. When designing construction projects, all necessary conditions for the safety of buildings and structures for life, human health and the environment must be taken into account throughout the entire life cycle from the start of operation to the stage of post-rationalization of buildings and structures.

2. When designing construction projects, the basic safety requirements stipulated by state regulatory documents must be observed, and all possible risks to human life and health and the environment must be identified and taken into account, including during normal operation, natural or man-made emergencies, and alleged violations during construction and installation work.

3. During the construction and installation works, the customer is obliged to carry out the full range of safety measures defined in the design documentation and state regulatory documents, as well as to ensure control and supervision of their implementation at all stages of construction.

4. Subjects of architectural, urban planning and construction activities are required to comply with all safety requirements for construction sites established by this Code and state regulatory documents.

Acceptance and commissioning of construction facilities that do not meet the established safety requirements are not allowed.
