Article 33. State financing of elections of the Constitutional Law on Elections in the Republic of Kazakhstan

     1. Elections of the President, deputies of Parliament, maslikhats, and members of other local self-government bodies are financed from the republican budget through accounts of local executive bodies opened for these purposes. The disposal of budgetary funds coming to these accounts from the republican budget is carried out by territorial election commissions. The financing procedure is established by the budget legislation of the Republic of Kazakhstan.

     1-1. The election of mayors is financed from the local budget through the accounts of local executive bodies opened for these purposes. The disposal of budgetary funds for these purposes is carried out by territorial election commissions. The financing procedure is established by the budget legislation of the Republic of Kazakhstan.

     2. The republican budget funds cover the costs of:

     1) organization and activities of election commissions, rental of premises, travel expenses, remuneration of consultants, experts, members of the linguistic commission, specialists who ensure the operation of the electronic election system;

     2) statements by candidates, other than candidates running on party lists, in the mass media in accordance with paragraph 3 of Article 28 of this Constitutional Law;

     3) conducting public pre-election events of candidates and releasing campaign materials of candidates, except for candidates running on party lists, carried out in accordance with paragraphs 4 and 5 of Article 28 of this Constitutional Law.;

     4) transportation expenses of candidates, except for candidates running on party lists, in the amounts established by the Central Election Commission;

     5) production of information posters about presidential candidates, members of Parliament and maslikhats, members of other local self-government bodies, as well as about political parties that have put forward party lists, placed in the premises of the election commission and the polling station.

     2-1. Local budget funds cover the costs of:

     1) organization and activities of election commissions, rental of premises, travel expenses, remuneration of consultants, experts, specialists who ensure the operation of the electronic electoral system;

     2) statements of candidates for akims in the mass media in accordance with paragraph 3 of Article 28 of this Constitutional Law;

     3) holding public pre-election events of candidates and the release of campaign materials of candidates for akims, carried out in accordance with paragraphs 4 and 5 of Article 28 of this Constitutional Law;

     4) transportation expenses of candidates for akims in the amounts established by the relevant territorial election commission;

     5) production of information posters about candidates for akims placed in the premises of the election commission and the polling station.

     The amount of expenses allocated to candidates for akims specified in subitems 2) – 4) of part one of this paragraph is determined by the relevant regional election commission.

     2-2. Purchases related to the purchase of goods, works and services intended for the preparation and conduct of elections, referendums, during the preparation and conduct of elections, referendums, are not subject to the legislation of the Republic of Kazakhstan on public procurement.

     3. Financing of elections in the Republic by international organizations and international public associations, foreign state bodies, foreign legal entities and citizens, as well as stateless persons, any direct or indirect participation in financing elections in the Republic is prohibited.
