1. The procedure, terms and conditions for issuing, reissuing, refusing, suspending, terminating licenses and (or) appendices to licenses for the right to engage in activities in the financial sector and activities related to the concentration of financial resources shall be established by the National Bank of the Republic of Kazakhstan and the authorized body for regulation, control and supervision of the financial market and financial organizations in accordance with the laws of the Republic of Kazakhstan.

2. The conditions and procedure for issuing licenses for the right to engage in activities in the field of gambling are determined by the Law of the Republic of Kazakhstan "On Gambling".

3. Excluded by the Law of the Republic of Kazakhstan dated 04/07/2016 No. 487-V (effective six months after the date of its first official publication).

4. The special conditions for issuing licenses for the right to engage in activities in the field of architecture, urban planning and construction are determined by the Building Code of the Republic of Kazakhstan."

In the appendix to the license, the licensee's category is indicated as special conditions for issuing a license in accordance with the Building Code of the Republic of Kazakhstan.

5. The special conditions for issuing a license and/or an appendix to the license for the right to engage in activities in the field of atomic energy use are determined by the Law of the Republic of Kazakhstan "On the Use of Atomic Energy".

The appendix to the license specifies the type of devices, installations, materials, substances, and waste that the licensee is working with as special conditions for issuing the license.

6. The special conditions for issuing a license (or) an appendix to the license for the right to engage in activities for the irregular transportation of passengers by buses, minibuses, as well as regular transportation of passengers by buses, minibuses in international traffic are determined by the Law of the Republic of Kazakhstan "On Road Transport".

In the appendix to the license, the make, year of manufacture and state registration number of the vehicle with which the licensee transports passengers and baggage are indicated as special conditions for issuing the license.

7. The special conditions for issuing and reissuing a license and/or an attachment to a license for the right to engage in educational activities are determined by the Law of the Republic of Kazakhstan "On Education".

In the appendix to the license, the validity period is specified as the special conditions for issuing the license.

8. Special conditions for the issuance and renewal of a license and (or) an attachment to the license, as well as the suspension of a license for digital mining activities, are determined by the Law of the Republic of Kazakhstan "On Digital Assets in the Republic of Kazakhstan."

This Law regulates public relations related to the introduction and implementation of a permissive or notification procedure for the implementation of certain types of activities or actions by private business entities and other persons provided for by this Law.
