1. The National Bank of the Republic of Kazakhstan is the operator of the national digital financial infrastructure.

In order to ensure the functioning of the national digital financial infrastructure, the National Bank of the Republic of Kazakhstan:

1) defines the components of the national digital financial infrastructure;

2) approves the rules and specifics of the functioning of the components of the national digital financial infrastructure and their management;

3) defines the conditions for participation and interaction of participants with the components of the national digital financial infrastructure, and ensures their compliance by the participants of the national digital financial infrastructure;

4) implements information security measures in relation to the components of the national digital financial infrastructure;

5) organizes information exchange between participants within the framework of the components of the national digital financial infrastructure;

6) concludes contracts with participants of the national digital financial infrastructure;

7) performs other functions stipulated by the regulatory legal acts of the National Bank of the Republic of Kazakhstan and agreements concluded with participants of the national digital financial infrastructure.

2. The National Bank of the Republic of Kazakhstan has the right to assign the functions of the operator of certain components of the national digital financial infrastructure to the national interbank center.

This Law regulates public relations arising in the field of organization and functioning of payment systems, regulation of payment systems and supervision (oversight) of them, regulation of the payment services market and control over it, as well as the implementation of payments and (or) money transfers in the Republic of Kazakhstan.
