Article 4. Conditions, grounds for the introduction of a state of emergency Chapter 2. Conditions, grounds, procedure for the introduction and lifting of a state of emergency The Law On the State of Emergency
1. A state of emergency is introduced when the democratic institutions, independence and territorial integrity, political stability of the Republic of Kazakhstan, and the security of its citizens are under serious and immediate threat, the normal functioning of the constitutional bodies of the State is disrupted, and basic, additional measures and temporary restrictions must be introduced to localize and eliminate them.
2. The circumstances serving as grounds for the imposition of a state of emergency in compliance with the requirements of paragraph 1 of this article include:
1) social emergencies caused by mass crossing of the State border of the Republic of Kazakhstan from the territories of neighboring states; attempts to forcibly change the constitutional order of the Republic of Kazakhstan; acts of terrorism; actions aimed at forcibly seizing power or forcibly retaining power in violation of the Constitution of the Republic of Kazakhstan; mass riots, interethnic and interfaith conflicts; blockade or seizure of certain areas, especially important and strategic facilities; training and activities of illegal armed groups; armed rebellion; sabotage; provocative actions by other states with the aim of imposing an armed conflict; violation of the territorial integrity of the Republic of Kazakhstan;
2) natural and man-made emergencies caused by natural disasters (earthquakes, mudslides, avalanches, floods, etc.), environmental crises, wildfires, epidemics and epizootics, diseases and pests affecting agricultural plants and forests, industrial, transport and other accidents, fires (explosions), emissions accidents (threat of release) of highly toxic, radioactive and biologically dangerous substances, sudden collapse of buildings and structures, bursts of dams, accidents at electric power and communication life support systems, sewage treatment plants and those requiring early stabilization of the situation, ensuring law and order, and creating conditions for carrying out necessary rescue and emergency recovery operations.
The reason for the introduction of a state of emergency may also be a real threat of a natural disaster or a large-scale accident (catastrophe) based on the submission of the authorized body in the field of civil protection.

This Law establishes the grounds, terms, procedure for the introduction and operation of a state of emergency throughout the territory of the Republic of Kazakhstan or in its individual localities, and the legal regime of a social emergency.
