1. Digital identity is a set of digital records that make it possible to establish or confirm the ownership of digital actions, rights or objects to a specific subject of the digital environment. Digital identity is subject to protection as a personal non-property good.

2. No one may be forced to digitally identify themselves, except in cases where such an obligation is expressly provided for by the laws of the Republic of Kazakhstan.

3. Participation in relationships in a digital environment without identification is allowed only in relation to services and actions that do not entail rights and obligations, the implementation of which requires identification.

4. In the absence of the possibility of digital identification, the subject of the digital environment has the right to receive state and other services provided for by the laws of the Republic of Kazakhstan, provided that identification is performed in another way established by the legislation of the Republic of Kazakhstan.

5. The State ensures the protection of digital identity from illegal access to digital records that allow the identification of subjects of the digital environment without their consent.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
