1. The state regulation of architectural, urban planning and construction activities carried out on the territory of the Republic of Kazakhstan is provided by this Code, as well as the state system of regulatory documents (state regulatory documents).

2. State regulatory documents are developed on a common scientific, technical and methodological basis to ensure:

1) the safety of construction sites for the life and health of humans and animals, as well as the environment during the life cycle of the construction site;

2) reliability and quality of building materials, products, structures and bases, engineering support systems for construction facilities;

3) protection of construction sites and people from adverse effects, taking into account the risk of natural or man-made emergencies;

4) comfortable conditions for people to stay at construction sites;

5) energy efficiency of construction facilities;

6) mutual understanding of the subjects of technical regulation in architectural, urban planning and construction activities and the elimination of technical barriers.

3. The procedure for developing, approving, approving, registering and putting into effect (suspending, canceling) state regulatory documents shall be established by the authorized body for architecture, urban planning and construction.

4. The organization of work on improving state regulatory documents is provided by the authorized body for architecture, urban planning and construction on the basis of a promising nomenclature and an approved thematic work plan.

5. The improvement of the state system of regulatory documents is carried out by the National Institute of Technical Standardization in Construction with the involvement of specialized technical committees in the field of technical standardization and other subjects of architectural, urban planning and construction activities.

Real The Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic Kazakhstan, the formation of a full-fledged human habitat and vital activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
