1. In order to coordinate work on improving state regulatory documents, the authorized body for architecture, urban planning and construction determines the organization on a competitive basis as the national institute of technical standardization in construction.

2. The rules of the competition for determining the organization as the national institute of technical standardization in construction and the qualification requirements for the participants of the competition are developed and approved by the authorized body for architecture, urban Planning and construction.

3. National Institute of Technical Standardization in Construction:

1) conducts scientific research in order to improve state regulatory documents;

2) formulates and submits to the authorized body for architecture, urban planning and construction a promising nomenclature of state regulatory documents to be improved, makes proposals for the development and revision of technical regulations and documents on standardization of architectural, urban planning and construction activities in the plans of the relevant authorized state bodies;

3) performs work on the improvement of state regulatory documents;

4) provides technical support for technical standardization activities in architectural, urban planning and construction activities;

5) forms a fund of normative technical documents, interacts for these purposes with government agencies and other subjects of technical regulation in the field of architectural, urban planning and construction activities, submits one copy of the approved normative technical document, as well as information on the adoption, amendment, and cancellation of the normative technical document to the National Standardization Body for placement in a Single the state fund of normative technical documents in accordance with the Law of the Republic of Kazakhstan "On Standardization".
