1. Identifiers and digital records containing them are processed in accordance with the legislation of the Republic of Kazakhstan on personal data and their protection, taking into account the specifics established by this Code.

2. The unique identifier in the Republic of Kazakhstan is:

1) for individuals – an individual identification number;

2) for legal entities (branches and representative offices, and an individual entrepreneur operating as a joint venture) – a business identification number.

3. Identifiers used in government digital objects, as well as identifiers used to exchange digital records between digital objects of different owners, are recognized as public identifiers.

4. Identifiers used exclusively in private digital resources or limited digital systems are recognized as private identifiers.

5. The identifier to be included in the digital record is selected:

1) the subject of personal data when collecting data about him by the owner of digital records;

2) the owner of digital records when creating digital data by the owner himself, including when creating or assigning an identifier;

3) by a third party when transferring digital data not received from the personal data subject to the owner of digital records.

6. The owner of digital records is obliged to ensure the uniqueness and consistency of the identifiers used within his digital object, as well as their correct comparison when exchanging digital records between digital objects.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
